Deputy Chief Chad Fowler
Deputy Chief Fowler is the Administration Bureau Commander. He was raised in Plantation and graduated from Plantation High School. He joined the Plantation Police Department in 2007 after spending six years in the United States Army Military Police. Previously, he commanded the Special Operations Division that includes SWAT, Street Crimes Unit, Traffic Unit, K9 Unit and Field Force. He has also served in various roles at the Police Department including Field Training Officer, SWAT, Traffic Sergeant, Honor Guard Commander, Patrol Division, and Support Services Division. Deputy Chief Fowler possesses a Master’s Degree in Public Administration from American Military University. He is a graduate of the 78th Command Officers Development Course and the 292nd Session of the FBI National Academy. Deputy Chief Fowler is a member of the Broward County Chiefs of Police Association, the Florida Police Chief’s Association, and the IACP.
Deputy Chief Seymour Council III
Deputy Chief Council is the Operations Bureau Commander. He graduated from Florida International University with a Bachelor of Science Degree in Criminal Justice in 1999. He graduated from Liberty University with a Master’s of Science Degree in Criminal Justice/Public Administration in 2021 and is currently pursuing his Doctorates Degree in Criminal Justice Leadership from the same institution. Deputy Chief Council attended and graduated the Southern Police Institute’s Command Officer Development Course in 2013. He has attended and graduated numerous other leadership courses, such as those instructed through FBI LEEDA. Deputy Chief Council is a member of the Broward County Chiefs of Police Association. He is also an adjunct instructor at the Broward College Institute of Public Safety, where he provides instruction to Police Cadets and current Police Professionals. Deputy Chief Council is humbled and proud to be a self-published author, and cherishes opportunities to provide mentorship and life-coaching to those in need.
Captain Joseph Cuccia
Captain Cuccia commands the General Services Division. Captain Cuccia graduated from Florida Atlantic University with a Bachelor of Arts in Criminal Justice. He then joined the United States Air Force, serving as a Military Police Officer, where he was deployed to Iraq and Kuwait. After serving in the US Air Force for four years, he attended Troy University, where he obtained a Master in Criminal Justice Administration. In 2011, he joined the police department, serving as a Field Training Officer, SWAT Officer, and SWAT Team physical fitness instructor. In 2017, he was promoted to sergeant and assigned to road patrol. In 2019, he was the Sergeant in charge of the Traffic Unit and most recently he was the Support Services Lieutenant in charge of recruiting and hiring and the training unit. Captain Cuccia graduated from the 84th Command Officers Development Course and the FBI LEEDA Command Leadership Institute. Captain Cuccia has been awarded the Life Saving Award, the Unit Citation Award, and the Chief's Award and has numerous letters of commendation.
Captain Jessica Ryan
Captain Ryan commands the Support Services Division. She began her law enforcement career with the City of Plantation in 2002. She graduated from Columbia Southern University with a Bachelor of Science in Criminal Justice Administration. She has held assignments as a Field Training Officer, Police Explorer Advisor, Honor Guard member, an Investigator in the Criminal Investigations Division, a Detective in the Vice Intelligence & Narcotics Unit, and served on two separate Task Forces with the Broward Sheriff’s Office (Internet Crimes Against Children & Narcotics Interdiction). Previously, she was the captain overseeing the Patrol Division and the General Services Division.
In 2018, Captain Ryan graduated from the 81st Command Officers Development Course from the University of Louisville. She completed the Florida Executive Development Seminar from the Federal Bureau of Investigations in 2020. Captain Ryan has also completed the following three command leadership courses with FBI-LEEDA: the 290th Supervisor’s Leadership Institute, the 370th Command Leadership Institute, and the 379th Executive Leadership Institute.
Captain Ryan is an instructor with the Institute of Police Technology and Management and is a member of the Broward County Chiefs of Police Association, FBI-LEEDA, and the National Association of Women Law Enforcement Executives. She also serves as a board member on the Legislative Committee of the Florida Police Chief's Association.
Captain David Khaleel
Captain Khaleel commands the Investigations Division. He graduated from the University of Florida in 2001 with a Bachelor of Arts Degree in Criminology, and joined the Plantation Police Department in 2002. Throughout his career, Captain Khaleel has worked in various areas of the police department to include Patrol, SWAT, Field Training, Crisis Negotiation, and Criminal Investigations. In 2017, he attended and graduated from the 78th Session of the Southern Police Institute’s Command Officers Development Course. He is also a graduate of the FBI’s National Crisis Negotiation Course (2019). Captain Khaleel is a member of the Broward County Chiefs of Police Association and the Florida Association of Hostage Negotiators.
Captain Rudy Brown III
Captain Brown commands the Special Operations Division. He joined the Plantation Police Department in 2007, following the footsteps of his father, Sergeant Rudy Brown Jr. (retired). Captain Brown graduated from Nova Southeastern University with his Bachelor of Science Degree in Psychology in 2005 and his Master of Science Degree in Criminal Justice in 2009. In 2018, Captain Brown graduated from the 81st Command Officer Development Course. During his tenure at the Plantation Police Department, he has served in a wide array of roles, including Field Force, SWAT, Patrol Sergeant, Awards Board Member, the Office of Internal Affairs Sergeant and oversaw the Community Engagement Unit. Captain Brown is also a collegiate Adjunct Instructor/Subject Matter Expert, specializing in all areas of Criminal Justice and contemporary policing practices. In his spare time, Captain Brown is a fitness enthusiast and an avid drummer.
Captain William Dorr
Captain Dorr commands the Patrol Division. He began his law enforcement career with the City of Plantation in 1998. He graduated from The Citadel, The Military College of South Carolina in 1992. Upon graduating from The Citadel, Captain Dorr entered The United States Army as a Second Lieutenant and eventually achieved the rank of Captain. As a member of the Plantation Police Department, Captain Dorr has held positions in The Honor Guard, SWAT Team, Field Training Unit, and Canine Unit.
During his law enforcement career, Captain Dorr has received the Officer of the Month Award three times, Crime Stoppers Officer of the Month, Crime Stoppers Officer of the Year, Unit Citation, and Life Saving Award.
Lieutenant Jay Kowalewski
Lieutenant Kowalewski is assigned to the Support Services Division, working in the Recruitment and Selection Section. He graduated from the State University of New York, Buffalo with a bachelor's degree. In 2003 he joined the police department where he worked as a Field Training Officer, SWAT Officer, and was a SWAT Team Leader. He also served in the Street Crimes Unit, the Multi-Agency Gang Task Force, and was a Task Force Officer with the United States Marshals Service. In 2021 he was promoted to Sergeant and was assigned to Road Patrol. Lieutenant Kowalewski is has been awarded the Distinguished Performance Award three times, along with the Unit Citation award, and has numerous letters of commendations.
Lieutenant Shayne Highfield
Lieutenant Highfield is assigned to the Special Operations Division and oversees the Community Engagement Unit. He joined the Plantation Police Department in 2005. He graduated from Broward College with an Associate’s Degree in Criminal Justice. His career path within the department has included Community Service Aide, Police Officer, and Police Sergeant. Lieutenant Highfield has been involved with Road Patrol, the Training Unit, Honor Guard, S.W.A.T., Field Force, the Field Training Program, and the Police Explorer Program.
During his law enforcement career, Lieutenant Highfield has received the Community Service Award, Meritorious Award, Commendation Award, Distinguished Performance Award, Life Saving Award, and five Officer of the Month Awards.
Lieutenant Todd Barth
Lieutenant Barth is assigned to the Patrol Division and serves as the Day Shift Commander. He was born and raised in Sunrise, Florida. He graduated from Plantation High School in 1997. In 2002, Lieutenant Barth graduated from the University of Central Florida, where he earned a Bachelor of Science Degree in Criminal Justice. He joined the Plantation Police Department in 2002, primarily working as a Road Patrol Officer and a member of the Field Force Unit. He was promoted to the rank of Sergeant in 2019, where he served as the backup Internal Affairs Sergeant and Field Training Sergeant. In 2021, Lieutenant Barth attended and graduated from the 88th Southern Police Institute Command Officer’s Development Course. He has also completed FBI-LEEDA’S 615th Supervisor Leadership, 629th Command Leadership and 496th Executive Leadership courses. In 2022, Lieutenant Barth received the FBI-LEEDA’s Trilogy Award.
Lieutenant Brian Woistman
Lieutenant Brian Woistman is assigned to the Patrol Division and serves as the Night Shift Commander. He began his law enforcement career in 2014 and has served the department in a variety of operational and leadership roles. He is a graduate of the Citrus County Public Safety Training Center Police Academy and holds an Associate of Arts degree from Pasco-Hernando Community College. In 2025, Lieutenant Woistman completed the FBI-LEEDA Trilogy, earning certifications in Supervisor, Command, and Executive Leadership.
Throughout his career, Lieutenant Woistman has demonstrated a strong commitment to training, tactical operations, and officer development. His assignments have included Field Force Officer, SWAT Operator, SWAT Sniper/Observer, Field Training Officer, Road Patrol Sergeant, and Field Training Sergeant. His service has been recognized with a Life Saving Award, a Commendation Award, and multiple Letters of Commendation. As a Lieutenant in the Patrol Division, he continues to focus on professional excellence, mentorship, and the delivery of effective, community-focused policing.
