What if I believe my property has been assigned to the wrong tier?
If you believe your property's impervious area has been measured incorrectly, you may request a review by contacting the City's Stormwater Division. Staff will review the available GIS data and, if necessary, conduct additional verification.
Does the residential tiering system affect commercial properties?
No. Residential tiering applies only to single-family residential properties. Commercial, industrial, institutional, and multifamily properties are assessed based on their actual measured impervious area divided by the City's standard Equivalent Residential Unit (ERU).
How are commercial properties assessed?
Commercial, industrial, office, institutional, retail, and multifamily properties are assessed based on their actual measured impervious area. Using the City's Geographic Information System (GIS), all impervious surfaces on the property—including buildings, parking lots, driveways, sidewalks, and other paved areas—are measured to determine the property's contribution to stormwater runoff.
Unlike single-family residential properties, which are assigned to residential tiers, commercial and multifamily properties are assessed using the property's total impervious area. The number of Equivalent Residential Units (ERUs) is calculated by dividing the total measured impervious area by the City's standard ERU value of 4,838 square feet. This methodology ensures that each property contributes fairly based on the amount of stormwater runoff it generates and the demand it places on the City's stormwater infrastructure.


How are multifamily properties assessed?
Multifamily properties are assessed based on the number of residential dwelling units, rather than the amount of impervious area. Each dwelling unit is assigned one (1) Equivalent Residential Unit (ERU). For example, a multifamily property with 48 units is assessed 48 ERUs. This approach provides a simple, consistent, and equitable method for assessing stormwater utility fees across all multifamily residential developments.

How Much my property is assessed?
On July 29, 2026, the Plantation City Council adopted a resolution establishing the City's stormwater utility assessment rate at $108.00 per Equivalent Residential Unit (ERU) annually. The approved rate supports the operation, maintenance, repair, and improvement of the City's stormwater management system while providing dedicated funding to protect public infrastructure, reduce flooding, improve water quality, and ensure compliance with state and federal stormwater regulations. Residential properties are assessed using the City's adopted residential tier structure, while commercial and multifamily properties are assessed using their respective approved methodologies.
How will stormwater utility revenues be used?
Stormwater utility revenues are dedicated exclusively to the City’s stormwater program and may be used for:

- Canal and waterway maintenance
- Street sweeping
- Flood mitigation projects
- Stormwater infrastructure rehabilitation
- Pump station operation and maintenance
- Water quality improvements
