The City of Plantation Stormwater Master Plan is a citywide strategic initiative that provides a comprehensive, data-driven roadmap for improving stormwater management, reducing flood risk, and enhancing community resilience. Funded through a $1.2 million American Rescue Plan Act (ARPA) grant, the Master Plan includes extensive data collection, GIS inventory, LiDAR mapping, field investigations, hydraulic and hydrologic modeling, and neighborhood-scale flood analyses. Using the StormWise modeling platform, the City developed a detailed stormwater model of more than 500 drainage basins and 2,000 stormwater structures, enabling engineers to evaluate existing system performance and simulate future conditions.

The Master Plan identifies vulnerable areas, prioritizes capital improvement projects, and establishes long-term strategies for infrastructure upgrades, waterway and embankment restoration, maintenance programs, and climate adaptation. By integrating advanced modeling with asset management and GIS technology, the plan provides the foundation for informed decision-making and targeted investments that improve flood protection, protect public infrastructure, enhance water quality, and support a stronger, more resilient Plantation for future generations.

The Zone 2 Drainage Improvement Project is a comprehensive stormwater initiative developed to address chronic flooding in the Country Club Estates area and improve the overall resilience of the City's drainage infrastructure. The project was initiated following the Basin 2 Stormwater Study, which identified recurring flooding during significant rainfall events and evaluated the capacity of the existing stormwater system. Based on the study's recommendations, the City has begun the phased design and implementation of targeted drainage improvements to reduce flood risk, improve system performance, and protect homes, businesses, and public infrastructure.

The project includes the construction of new storm drains, installation of larger drainage pipes, rehabilitation of swales, improvements to pump stations, upgrades to outfall structures, and enhancements to water control structures throughout the study area. Work will be completed in multiple phases to efficiently address the highest-priority drainage deficiencies while minimizing impacts to residents. Once completed, the improvements will increase the City's ability to convey stormwater during major rain events, improve water quality, enhance public safety, and provide a more reliable and resilient stormwater system for the Country Club Estates community

The Zone 3 Drainage Improvement Project is a comprehensive stormwater infrastructure initiative designed to reduce flooding, improve drainage capacity, and strengthen the resilience of the City's stormwater system within approximately 704 acres bounded by Florida's Turnpike, U.S. 441, Canal C-12, and Broward Boulevard. The project serves residential neighborhoods, commercial corridors, and critical community facilities, including Plantation General Hospital, by addressing known drainage deficiencies identified through hydraulic modeling, field investigations, and engineering analysis.

The project includes restoration of existing drainage ditches, construction of a new 60-inch reinforced concrete outfall at NW 9th Drive, installation of WASTOP® flap valves to reduce backflow from high canal stages, improvements to pump station operations, and ongoing maintenance activities such as inlet upgrades and swale regrading. Together, these improvements will increase stormwater conveyance, reduce localized flooding, improve system reliability during heavy rainfall events, and enhance the long-term performance and resilience of the City's stormwater infrastructure while protecting residents, businesses, and essential public facilities.

Plantation Park Roadway Improvement is a comprehensive infrastructure project that combines roadway rehabilitation with stormwater drainage improvements to enhance transportation, reduce localized flooding, and improve neighborhood resilience. The project addresses aging pavement, limited stormwater conveyance, and recurring drainage issues by integrating stormwater upgrades into the roadway reconstruction process. Coordinating these improvements as a single project maximizes construction efficiency, reduces overall costs, and minimizes disruptions to residents.

The project includes roadway resurfacing, installation of new stormwater inlets, upsizing of existing drainage pipes, swale rehabilitation, and outfall improvements to increase the capacity and performance of the stormwater system. These enhancements will improve the collection and conveyance of stormwater, reduce ponding on streets, enhance water quality through improved treatment, and provide safer, more reliable roadways. By combining transportation and drainage improvements, the project delivers long-term benefits that protect public infrastructure, improve neighborhood quality of life, and strengthen the City's overall resilience.

The Citywide Waterway Restoration Plan is a strategic initiative to assess, prioritize, and restore Plantation's network of city-owned waterways to improve flood protection, water quality, and long-term system resilience. The plan will establish a comprehensive inventory of waterways, evaluate their physical condition, identify maintenance and restoration needs, and develop a data-driven, prioritized implementation strategy. By combining field surveys, engineering analysis, and community input, the City will create a long-term roadmap for preserving and enhancing its waterways while protecting neighborhoods and public infrastructure.

The project includes surveying and mapping all city-owned and connected waterways, evaluating access and maintenance requirements, identifying erosion and embankment deficiencies, assessing hydraulic performance, and prioritizing restoration projects based on risk, condition, and community benefit. The resulting Master Plan will guide future capital investments and maintenance activities, helping reduce flood risk, improve water quality, protect property values, and strengthen Plantation's resilience to future storm events while ensuring the City's waterways remain safe, functional, and environmentally sustainable.
