ZONING TECHNICIAN

 

DEFINITION       

 

This is an exempt position, which is professional technical work of a specialized investigative and enforcement nature coupled with related research assignments, and responsibilities to assure compliance with established zoning codes and regulations.

 

An employee in this classification performs work of a specialized nature requiring continuous public contact and technical ability in the processing and examination of development plans,

the issuance of permits, and conducting investigative and enforcement work necessary to ensure compliance with regulations.  This classification requires advanced work skills, knowledge of

techniques, and a demonstrated ability to exercise independent judgment in the performance of assigned tasks.  Work is performed under the supervision of the Senior Planner who observes and evaluates the effectiveness of performance.

 

EXAMPLES OF WORK PERFORMED       

 

Performs the daily tasks involving the general public, including assisting in the receiving, reviewing and processing of zoning applications, preliminary and final subdivision plat

applications filed for zoning compliance and processing of such other regulatory measures as required and as directed.

 

Reviews permits and plans for compliance with zoning regulations, and examines plot plans and surveys for compliance with appropriate regulations and special requirements.

 

Coordinates and participates with the Office of the City Clerk to ensure that occupational licenses are granted in accordance with the provisions of the zoning regulations.

 

Enforce the Zoning Code, when necessary issue Notice of Violations and present cases to Code Enforcement Board or Special Master.         

 

Assists in the preparation and assembly of technical data and other factual information to be presented to the Review Committee, Planning and Zoning Board, Board of Adjustment, Plan Adjustment Committee, City Council and Code Enforcement Board and Special Master.

 

Disseminates information regarding land development principles and practices and in the explanation of zoning standards and regulations to the applicants, other public agencies and

departments and the public in general.

 

Responsible for the maintenance of zoning files, records, subdivision review files and other necessary work data.

 

Performs work as required and as directed.

 

KNOWLEDGE, ABILITIES AND SKILLS       

 

Demonstrates advanced knowledge of zoning regulations, administration, enforcement procedures, and related codes, ordinances, regulations and procedures.

Considerable knowledge of general office practices and procedures and ability to maintain records in a systematic manner.

 

Demonstrates ability to carry out assignments as directed and to coordinate and participate with other employees in the work required, in order to carry them out in an effective manner.

 

Advanced ability to interpret building and development plans and specifications and legal documents relative to the provisions of the regulations being administered and to identify

deviations from the requirements of the regulations.

 

Ability to meet and work with the general public and to explain and enforce regulations firmly, tactfully and impartially.

 

Ability to express ideas clearly and concisely, and participate in the research assembly of data required for use in special studies and reports.

 

Ability to use planimetric maps, aerial photographs, engineering scales, and other related graphic aids and to prepare photographic exhibits in connection with Zoning applications and site development plans.

 

Ability to read and analyze site plans in consistency with City codes.

 

Ability to operate a City vehicle and possess the required license.

 

Ability to establish and maintain an effective working relationship with departmental officials, other municipal employees and the general public.

 

DESIRABLE EXPERIENCE AND TRAINING       

 

Graduation from a standard high school or an equivalent recognized certificate, supplemented by formal course work or equivalent experience in business office procedures and practices.

 

Three years of successful experience within the administration, investigation, and enforcement of zoning regulations and other related regulations.

 

Any equivalent combination of experience and training may be considered.

 

This is a designated “Recovery” classification in the City’s Emergency Operations Plan and will require the employee occupying this position to work for declared emergencies.  Attendance at National Incident Management System (NIMS) training at the appropriate level is mandatory.
