UTILITIES DIRECTOR

           

DEFINITION            

 

This is an exempt position which is responsible work of a technical and administrative nature in directing all activities for water and wastewater services of the City.

 

The employee in this classification is responsible for all day-to-day operations of the City's Utilities Department so as to be in complete compliance with all applicable local, state and federal laws affecting water and wastewater services.  This employee is responsible for the protection of the public health and the provision of water service to the community and the collection and treatment of City wastewater.

 

This employee is also responsible for ensuring that the department strives to maintain the highest standards of service and assistance to the public through programs that encourages all employees to keep positive public relations as a primary goal.

 

EXAMPLES OF WORK PERFORMED            

 

Develops internal policies of operation in conjunction with the City's Administration.

 

Makes recommendations and decisions regarding departmental operational policies, expenditures, plans and other administrative matters that affect the department.

 

Establishes standards, plans, schedules and develops operating procedure for staff to maintain, repair and operate water and wastewater treatment service.

 

Appraises adequacy of facilities in conjunction with consulting engineer, to evaluate soundness and efficiency of operations.

 

Investigates or causes to have investigated all complaints of service.

 

Evaluates performance of supervisory personnel and monitors in-house training programs.

 

Coordinates activities with City officials, consulting engineers, County and State Health Officials.

 

Prepares and monitors departmental budget in cooperation with appropriate officials.

 

Reviews plans of projected developments within City to insure proper level of water and wastewater service for existing customers and future customers.

 

Performs related duties as required and as directed.

 

KNOWLEDGE, ABILITIES AND SKILLS            

 

Extensive knowledge of modern principles of utility management.

 

Knowledge of federal, state and local laws and regulations applicable to water and wastewater operations.

 

Knowledge of treatment and distribution of a public water supply and collection and treatment method of wastewater.

Knowledge of construction methods for water and wastewater lines and facilities.

 

Knowledge of purchasing procedures.

 

Ability to prepare reports of a technical nature so as to be understood by the non-professional.

 

Ability to oversee activities of a technical, semi-technical, and clerical staff.

 

Ability to establish and maintain an effective working relationship with City officials, other City departments, local and state regulatory officials and the public.

 

Ability to use extensive independent judgment to insure the efficient operation of a necessary, health and welfare related service.

 

Ability to develop long range plans and programs (5 to 7 years) to make sound decisions on operation and administrative policies of the City's Utilities Department.

 

DESIRABLE EXPERIENCE AND TRAINING            

 

Graduation from an accredited four year college or university with a Bachelor's Degree in Engineering, Public Administration or Business Administration or equivalent experience in utility management.   Five years of direct responsible experience with a water/wastewater utility operation, two years of which were supervisory or managerial in nature.

 

Possession of a Class "A" Certification, as approved by the State of Florida Department of Environmental Regulation in water purification and Class "A" Certification in wastewater treatment.

 

Demonstrated interest in the field of municipal utility service by post graduate education, attendance of seminars and/or semi-technical schools in water/wastewater operations or association in professional organizations dedicated to professional standards of municipal water and wastewater service.

 

Have demonstrated the ability to maintain high standards of service to the public through programs that emphasize positive public relations.

 

Any equivalent combination of education, experience and training may be considered.

 

This is a designated “Response” classification in the City’s Emergency Operations Plan and will require the employee occupying this position to work for declared emergencies.  Attendance at National Incident Management System (NIMS) training at the appropriate level is mandatory.
