TRAINING SPECIALIST

 

DEFINITION

 

This is a non-exempt position, which is responsible work of specialized nature in coordinating and administering the City’s training program. The employee in this classification is responsible for the orientation and training of employees, developing, planning, scheduling, coordinating and conducting specialized training programs and coordinating programs by outside vendors. Work is performed independently on routine and regular assignments in assessing the needs of the employees and recommended courses of action. Work is performed under the direction of the Human Resources Manager and reviewed through discussions and observations of work methods and result.

 

EXAMPLES OF WORK PERFORMED

 

Develops and implements employee training programs and continuing work related educational and customer service programs.

 

Develops, implements, monitors and evaluates employee training in the areas of new hire, orientation, supervision, computer classes, safety procedures and policies.

 

Coordinates employee training activities by arranging classes, seminars, conferences and workshops for all City employees; consults with staff and public and private representatives to keep training information current and updated. 

 

Evaluates and updates training programs to keep current with the new techniques.

 

Provides technical assistance to supervises, managers and administrators in developing and implementing training programs to meet the training goals of the departments.

 

Plans, organizes and coordinates the execution of training programs.

 

Prepares reports and other statistical data.

 

Supervises the coordination of specialty programs areas, including awards programs, training certificates; employee recognitions, serve as CARE Force customer service departmental representative; promotes departments; gives tours, speeches to school groups and public organizations. Serves on assigned committees.

 

Assists with other special projects, special events, i.e. holiday luncheons, blood drives and charitable functions; acts as United Way chairperson, as required.

 

Performs other duties as required and directed.

 

KNOWLEDGE ABILITIES AND SKILLS

 

Knowledge of training practices, procedures and various training programs.

 

Considerable knowledge of Human Resources office practices, procedures and record keeping; knowledge of business English, spelling, punctuation and arithmetic.

Considerable knowledge of laws, rules, policies and procedures governing Human Resources activities in the City; knowledge of the principles, practices, methods and procedures of employee training and development.

 

Knowledge of proper telephone etiquette and procedures.

 

Ability to plan, organize, develop and coordinate the execution of training programs.

 

Ability to lead, teach and motivate City employees, communicate clearly and concisely both orally and in writing.

 

Ability to determine training needs of various City departments in order to maintain appropriate levels of performance.

 

Ability to maintain relatively complex clerical records and to prepare reports from such records; interpret, analyze and compile statistical reports.

 

Ability to adhere to tight schedules and still maintain work quality.

 

Ability to work with confidential data and maintain such confidence, prioritize work assignments and to work independently.

 

Ability to establish and maintain an effective working relationship with departmental officials, other municipal employees and the general public.

 

Skilled in the computer applications systems and standard software applications of MS Word, Excel and Outlook; skilled in the usage of various office equipment.

 

Knowledge of modern information systems and standard software applications such as Windows, Word and Excel.

 

DESIRABLE EXPERIENCE AND TRAINING

 

Graduation from an accredited college or university with a Bachelor’s degree in Human Resources or related field; supplemented by three (3) to five (5) years of experience with direct or indirect training responsibilities, professional experience in an instructor’s capacity, personnel experience, or any equivalent combination of education, experience or training which provides the required knowledge, abilities and skills may be considered.

 

This is a designated “Will Call Recovery” classification in the City’s Emergency Operations Plan and will require the employee occupying this position to work for declared emergencies.  Attendance at National Incident Management System (NIMS) training at the appropriate level is mandatory.
