SENIOR PLANNER

 

DEFINITION

 

This is an exempt position, which is professional and technical work responsible for performing planning research and administrative work directing the activities of the City’s zoning program.

 

This classification is responsible for the refinement of the land development code through reports and recommendations.  In addition, is responsible for determining work procedures and applicable timetables, and for carrying projects through completion.  Work is performed under general supervision by the Director of Planning who reviews work through conferences, observation, reports submitted and results obtained.

 

EXAMPLES OF WORK PERFORMED

 

Supervises the review of site plans, plats, rezoning, conditional use, variances and other applications for development permits; prepares and present reports and recommendations to City boards; participates as member of City Review Committee during review of such applications and permits, as requested.

 

Directs and participates in ongoing evaluation of the City’s land development code, proposing updates as necessary.

 

Assigns, directs and supervises zoning staff, providing input on performance, evaluations and appraisals of their work.

 

Makes formal presentations of information regarding zoning issues before citizens and community groups.

 

Provides staff support to City Council, Planning and Zoning Board and other City Boards, as required.

 

Performs various administrative duties for Zoning division, overseeing expenditures and overall work plan; prepares various reports of division activities.

 

Assists in preparation of proposed ordinances and resolutions.

 

Directs and participates in special planning and development studies as required. 

 

Prepares periodic progress reports; advises Director and determines staff work assignments.

 

Performs related work as required and as directed.

 

KNOWLEDGE, ABILITIES AND SKILLS

 

Knowledge of principles and practices of zoning and land use planning.

General knowledge of neighborhood planning programs and the ability to participate in neighborhood planning activities.

 

Knowledge of research and program development.

 

Knowledge of modern research techniques and statistical methods.

 

Knowledge of effective supervisory methods and techniques.

 

Ability to review and analyze the City’s land development code and recommend revisions.

 

Ability to staff citizen advisory boards and represent the department.

 

Ability to organize and analyze information and formulate recommendations.

 

Ability to supervise in a manner conducive to total performance and high morale.

 

Ability to effectively coordinate the work over professional, technical and clerical subordinates.

 

Familiarity with customer service concepts and ability to promote a positive public service image.

 

Ability to operate a City vehicle and possess the required license.

 

Ability to establish and maintain an effective working relationship with departmental officials, other municipal employees and the general public.

 

DESIRABLE EXPERIENCE AND TRAINING

 

Graduation from an accredited college or university with a Bachelor’s Degree in Urban Planning, Public Administration, or related field.  Master’s Degree preferred.  A minimum of three years experience in zoning and planning work, preferably in working with a local municipality.  Supervisory experience is required.

 

This is a designated “Recovery” classification in the City’s Emergency Operations Plan and will require the employee occupying this position to work for declared emergencies.  Attendance at National Incident Management System (NIMS) training at the appropriate level is mandatory.
