RISK MANAGER

 

DEFINITION       

 

This is an exempt position, which is responsible technical and administrative work in coordinat-ing the City's insurance, risk management and safety programs.

 

The employee in this classification is responsible for planning, developing, implementing and coordinating a citywide risk management and safety program.  The work will include knowledge in the areas of Employee Benefits, Health Insurance, Workers Compensation, Property and Casualty Insurance, and handling the city’s self-insurance program. Duties also include accident and injury prevention and claim investigation, and other loss control issues.  General supervision is received from a departmental superior who reviews work through conferences, written reports and personal inspection to determine the attainment of the required objectives.

 

EXAMPLES OF WORK PERFORMED       

 

Plans, develops, implements and coordinates the City's various insurance programs.

 

Reviews and investigates injuries, property damage, occupational hazards, liability claims and other legal matters regarding potential loss exposure to the City.

 

Confers with doctors, lawyers and insurance carriers and attends depositions, court hearings and mediations on various insurance matters.

 

Prepares Loss Reports, and requests for proposals for all city insurance.

 

Performs duties related to securing insurance renewal quotes and coverage information on various insurance policies and reporting cost containment programs.

 

Keeps informed of developments concerning potential liability exposures through state legislation and legal court decisions in all areas of insurance.

 

Communicates with City officials concerning the purchasing of new insurance for the city, and the renewal of current insurance policies.  Assists legal council with preparation of legal documents, and reviews city contracts as required.  Prepares for council all proposed insurance settlements.

 

Performs audit work on insurance coverage of the City; determines cost per individual, per building, per vehicle and/or per department as needed.

 

Organizes the city’s Safety Committee in formulating safety policies and procedures  Chairs the monthly safety meetings to review employee injured to determine if proper safety practice were used.  Coordinates safety inspections with the city’s insurance carrier and all other agencies.

KNOWLEDGE, ABILITIES AND SKILLS       

 

Considerable knowledge of the standard principles, practices, technology and terminology of all areas of Risk Management, Safety, and insurance policies.

   

Knowledge of loss prevention practices, procedures and techniques.

 

Knowledge of City rules, regulations and procedures relating to employee insurance benefits and the processing of insurance claims.

 

Knowledge of the provisions of the city health insurance plans, and of the current health insurance company coordinated with the City’s Human Resources Department.

 

Knowledge of state workers' compensation laws, regulations and procedures.

 

Ability to develop, implement and enforce loss prevention policies, procedures and regulations.

 

Ability to analyze and evaluate alternative proposals for various kinds of employee insurance benefits.

 

Ability to relate to others in consultation and gathering of technical information.

 

Ability to organize, implement and express ideas clearly and concisely.

 

Ability to establish and maintain an effective working relation ship with other employees, city officials and the general public.

 

DESIRABLE EXPERIENCE AND TRAINING       

 

Graduation from an accredited college or university with a Bachelor's Degree in Insurance, Risk Management or a related field.  Three years experience in development and administration of insurance, accident and loss prevention programs.

 

Any equivalent combination of training and experience which provides the required knowledge, abilities and skills may be considered.

 

This is a designated “Recovery” classification in the City’s Emergency Operations Plan and will require the employee occupying this position to work for declared emergencies.  Attendance at National Incident Management System (NIMS) training at the appropriate level is mandatory.
