An employee in this classification is responsible for the implementation of the Community Redevelopment Area (CRA) Plan and other redevelopment projects throughout the City. Work is performed under the general direction of the Economic Development Coordinator within the Planning, Zoning and Economic Development Department.
EXAMPLES OF WORK PERFORMED
Creates and implements strategies for attracting and retaining businesses in targeted redevelopment area within the City. Designs similar strategies to attract inward capital investment.
Fosters and facilitates redevelopment, new development or investment by the public and private sectors.
Manages property leases and advises CRA on property divestment strategies.
Develops public/private partnerships for the purpose of redevelopment projects.
Serves as project coordinator on redevelopment projects as assigned.
Conducts comprehensive studies of Redevelopment Area data, such as resources, populations, physical condition, existing commercial and residential attributes or detriments, etc. for use in planning economic development and redevelopment activities including the production of informational and promotional materials.
Develops strategies and actions to facilitate the redevelopment process by eliminating and/or mitigating conditions detrimental to economic growth and creating conditions favorable to private sector investment.
Publicizes, promotes, and encourages participation in programs concerning the redevelopment area.
Serves as Community Redevelopment Agency (CRA) liaison.
Collects, compiles and shares with individuals and groups available data pertaining to activities or trends affecting or expected to affect the Redevelopment Area.
Promotes programs through distribution of literature, special events, or personal presentation for media, civic, business, industrial, financial, government and other interested individuals or groups to encourage business, industrial and other desired development within Redevelopment Areas.

Prepares and processes reports, files, documents, and other materials as necessary for programs to comply with statutory requirements; monitors legislation and apprises Community Redevelopment Agency (CRA) of pertinent changes.
Serves as staff support for Community Redevelopment Agency (CRA), coordinates preparation of CRA meeting agenda and related materials.
Researches, coordinates, prepares and submits applications for appropriate available government funding for redevelopment and economic development activities. Maintain files for resources for funding.
Coordinates with citizen groups and property owners in the Redevelopment Area through the distribution of literature or personal presentation about the duties, goals and plans of the Community Redevelopment Agency in order to build community consensus and support for CRA activities.
Researches current trends and innovations in redevelopment and economic development practices as described in professional conferences, seminars and publications and distributes such information to Community Redevelopment Agency members and other interested parties.
Assists in preparing annual work program and assessing revenue sources and assists in preparing annual operating and capital budgets.
Makes presentations to the public, business, and civic groups, government officials, City Council and Community Redevelopment Agency.
Performs other duties as required and as directed.
Thorough knowledge and understanding of economic development and redevelopment principles, practices and procedures.
Familiarity with economic development and redevelopment programs and methods for implementation.
Knowledge of local, county, state and federal agencies.
Knowledge of the principles and practices of public administration as it relates to redevelopment programs and projects.
Ability to direct and participate in complex studies, to analyze information and to formulate substantive recommendations.
Ability to identify problems, devise solutions to allocate resources effectively.
Ability to prioritize and manage multiple tasks simultaneously.

Bachelor’s Degree with major course work in City Planning, Public/Business Administration or closely related field. Master’s Degree preferred. Experience at a professional level in the implementation of a redevelopment program.
This is a designated “Recovery” classification
in the City’s Emergency Operations Plan and will require the employee occupying
this position to work for declared emergencies.
Attendance at National Incident Management System (NIMS) training at the
appropriate level is mandatory.
