IT SYSTEMS ANALYST

 

DEFINITION      

 

This is an exempt position, which is responsible administrative work, software packages, security programs, reports and training.  The employee in this classification is responsible for analyzing requests and making programming recommendations.  The employee exercises considerable initiative and independent judgment on practices and procedures.  Work is performed under the general direction of the Information Technology Director.

 

EXAMPLES OF WORK PERFORMED        

 

Assists in development of specifications for new software applications.

Assists in programming implementation, and testing of new software application programs.

 

Develops and maintains system documentation for new software applications.

 

Monitors and assists in development of user documentation for new software applications.

 

Analyzes, designs, and programs requested modifications to existing software applications.

 

Assists in evaluating departmental computer hardware requirements and upgrades to support software applications.

 

Assists in system upgrades, and the addition of new software tools and programs.

 

Coordinates system upgrades and software maintenance with outside vendors.

 

Assist in the development of new or existing software programs and as interface with new application software.

 

Performs periodic system maintenance functions on software applications.

 

Performs related work as required and as directed.

 

KNOWLEDGE, ABILITIES AND SKILLS        

 

Considerable knowledge and understanding of programming and modern software tools.

 

Considerable knowledge of, and the ability to apply modern principles and practices of organization, management and financial administration.

 

Knowledge of current computer technology, software, communication and related electronic equipment.

 

Knowledge of municipal practices and procedures.

 

Ability to read programming code and follow logic.

Ability to learn and use new hardware, software and peripheral techniques.

 

Ability to manage the proper testing and installation of significant software application programs and related interfaces.

 

Ability to prepare and present clear and concise reports.

 

Ability to establish and maintain an effective working relationship with other employees, City officials, and the general public.

 

DESIRED EXPERIENCE AND TRAINING         

 

Graduation from an accredited four year college or university with a Bachelors degree in management and a degree in computer science.

Demonstrate an interest in computer science through post-graduate education, associated with professional organizations and attendance or participation in seminars and/or meetings relevant to data processing.

 

A minimum of five years experience in management information systems with increasing responsibility in program development and installation of computer software.

 

Any equivalent combination of education, experience and training which provides the required knowledge, abilities and skills may be considered.

 

This is a designated “Recovery” classification in the City’s Emergency Operations Plan and will require the employee occupying this position to work for declared emergencies. Attendance at National Incident Management System (NIMS) training at the appropriate level is mandatory.
