IT GIS
MANAGER
This is an exempt position, which is responsible for technical work in the operating and maintenance of an ESRI GIS system, including the creation and development of graphical and attributes databases.
The employee in this classification exercises considerable initiative and independent judgment within GIS standards and departmental policies. Work is performed under the general direction of the IT Director.
Leads the Citys GIS initiatives, including graphic manipulation and database creation.
Prepares thematic maps and presentation displays based on demographic data and land information.
Build base graphical information for water, sewer and storm water utilities.
Maintain parcel and address graphical database.
Coordinate and maintain computer input and processing of geospatial and relational data for the GIS system.
Review drawings including plats, replats, site plans, paving, drainage and utility installations and upload data to graphic and attribute database.
Conduct field inspections as required.
Manage subordinate GIS professionals.
Performs related field work as required and as directed, including the use of equipment based on the Global Positioning System (GPS).
Knowledge of advanced GIS principles and data structures.
Knowledge and working experience on ESRI GSI products, Bentley Microstation, and AutoCAD.
Knowledge and experience collection field data to be loaded into a GIS.
Knowledge of the principles and practices of civil engineering, surveying and design construction.
Knowledge of appropriate laws, rules, regulations and procedures governing City operations.

Ability to interpret complex engineering drawings.
Ability to operate and maintain the ESRI Suite of GIS applications.
Ability to accurately maintain City records and maps.
Ability to operate a City vehicle and possess the required license.
Ability to establish and maintain effective working relations with departmental officials, other employees and the general public.
Graduation from a four year accredited college or university with major course work in GIS or related field.
Minimum 5 years experience in use of ESRI GIS products.
Minimum 3 years in a managerial position with clearly demonstrable management skills.
Some additional engineering and/or technical training related to public works projects.
Any equivalent combination of education, experience and training which provides the required knowledge, abilities and skills may be considered.
This is a designated Recovery classification in the Citys Emergency Operations Plan and will require the employee occupying this position tow work for declared emergencies. Attendance at National Incident Management System (NIMS) training at the appropriate level is mandatory.
