CITY OF
IT
APPLICATION TECHNICIAN
DEFINITION
This
is a non-exempt position, which is responsible technical work in supervising
and maintaining the City’s Accela Operations, which includes Police, Fire, Code
Enforcement and Building Department’s electronic equipment and software.
The
employee in this classification is required to exercise initiative and
independent judgment within guidelines, and receives direction from the office
of the IT Director.
EXAMPLES OF WORK PERFORMED
Manages
strategic applications.
Coordinates
between the various departments and IT Department to maintain and improve the
databases.
Monitors
software system performance overall and by individual machine.
Works
with City’s IT Director to suggest and implement new hardware and software
technologies for Public Safety and Building Department.
Plans,
improvises, and oversees programs for orientation and training for all Accela
users.
Accumulates
records and prepares computer reports.
Identifies
and resolves problems.
Performs
related work as required and as directed.
KNOWLEDGE, ABILITIES AND
SKILLS
Considerable
knowledge of Accela “Permits Plus”, Accela Wireless, Accela Velocity Hall, and
IVR.
Knowledge
of computer hardware and software.
Knowledge
of server systems and their support.
Knowledge
of modern office practices and procedures as well as work flow between City
departments.
Ability
to maintain confidentiality, prioritize work assignments and work
independently.
Ability
to train system users in an individual and classroom setting.
Ability
to communicate effectively, orally and in writing.

Ability
to establish and maintain an effective working relationship with other
employees, City officials and the general public.
Ability
to work with IT Director to design and maintain the department’s budget.
DESIRABLE EXPERIENCE AND
TRAINING
Bachelor's
Degree preferred with major course work in computer science or appropriate
field supplemented by four (4) years experience in Accela software management
or a related field. Extensive experience
with Accela software systems. Experience with current operating systems such as
Windows 2000, Windows XP. Experience in
application user advocacy, and end-user issue escalation and problem solving
preferred.
Any
equivalent combination of education, experience and training may be considered.
This is a designated “Will-Call Recovery” classification in the City’s Emergency Operations Plan and will require the employee occupying this position to work for declared emergencies . Attendance at National Incident Management System (NIMS) training at the appropriate level is mandatory.
