CITY OF
HUMAN RESOURCES MANAGER
DEFINITION
This is an
exempt position, which is responsible professional administrative work in
directing various aspects of the City's Human Resources programs under the
direct supervision of the Human Resources Director.
An employee
in this classification is responsible for assisting the Director in the
planning, organizing, developing, implementing and administering of all phases
of the department's Human Resources programs. Work extends to coordinating the
testing and hiring procedures for all City Departments and aides department
heads and supervisors in fulfilling their personnel requirements. The employee exercises considerable
initiative and independent judgment in determining practices and procedures
within the limits of departmental rules and regulations and applicable
laws. Work is performed under the
general direction of the Human Resources Director.
EXAMPLES
OF WORK PERFORMED
Reviews
applications for employment; checks for adherence to minimum standards for
employment.
Prepares
advertising and notices of job openings; conducts recruitment program.
Administers
and scores examinations; prepares examination announcements; sets schedules for
examinations.
May conduct
preliminary interviews with new applicants; make reference checks; make
recommendations for employment.
Coordinates
hiring procedures including background, medical examination, sign-in and
orientation of new employees.
Monitors
applications and maintains files and records pertaining to employment
activities.
Assists
department heads and supervisors in fulfilling personnel requirements.
Supervises
and assists in training of subordinate personnel.
Prepares
updates of job descriptions, job vacancy postings and Compensation Plans;
coordinates processing and completion of salary surveys.
Performs
other related work as assigned and as directed.

DESIRABLE
EXPERIENCE AND TRAINING
Associate's
Degree plus some experience in personnel work or equivalent combination of
training and experience which provides required knowledge, abilities and skills
may be considered.
This is a designated Recovery classification
in the Citys Emergency Operations Plan and will require the employee occupying
this position to work for declared emergencies.
Attendance at National Incident Management System (NIMS) training at the
appropriate level is mandatory.
