HUMAN RESOURCES DIRECTOR

 

DEFINITION     

      

This is an exempt position, which is a highly responsible position for organizing and directing the Human Resources programs of the City to assure competent employees and adequate conditions of employment to maintain the City work force.

 

The employee in this position is responsible for the development, implementation, and administration of the phases of the Human Resources programs, including recruitment, placement, position classification, compensation, safety, labor relations, benefits, and general employee relations.

 

This employee exercises extensive initiative and independent judgment to accomplish personnel goals as established by elected officials.

 

This employee performs labor relations activities when required and confers with the City Administration and department heads to continually evaluate the City Human Resources programs.

 

This position is responsible for the development of the employee benefits program and the administration of this program.

 

This employee is also responsible for ensuring that the department strives to maintain the highest standards of service and assistance to the public through programs that encourages all employees to keep positive public relations as a primary goal.

 

Manages and evaluates departmental personnel.

 

EXAMPLES OF WORK PERFORMED            

          

Develops internal policies of operation in conjunction with the City's Administration.

 

Establishes or recommends the establishment of personnel standards of the City, and procedures and policies to meet those standards.

 

Directs the recruitment program, placement policy, position classifications and record keeping processes in accordance with acceptable personnel administration standards.

 

Directs or delegates the direction of the City payroll function to assure compliance with applicable state and/or federal laws.

 

Makes recommendations to City department heads regarding personnel procedures and selection.

 

Assists department heads in employee performance review processes, including participation in the post-evaluation process.

 

Directs or performs research and special projects as requested by City officials.

Works with representative employee groups to assure good employee relations between the City and its employees.

 

Performs related work as required and as directed.

 

KNOWLEDGE, ABILITIES AND SKILLS            

 

Extensive knowledge of the theories of Public Human Resources Administration and modern management practices and principles.

 

Extensive knowledge of municipal organization and municipal law.

 

Thorough knowledge of informational sources in the field of Human Resources Administration.

 

Ability to prepare concise reports.

 

Ability to establish and maintain effective working relationships with City staff, public officials and the general public.

 

Ability to perform independent research as required.

 

Ability to interface City Human Resources programs with goals and objectives of the City as determined by elected officials.

 

Ability to develop long range plans and programs (3 to 5 years) to make sound decisions on operation and administrative policies related to the City's Human Resources Department.

 

DESIRABLE EXPERIENCE AND TRAINING             

 

Graduation from an accredited four year college or university with a Bachelor's Degree in Human Resources Administration, Public Administration, Psychology, Business Administration, Industrial Relations, or a closely related field. Five years progressively responsible experience in a personnel administrative role.

 

Demonstrated interest in the field of Human Resources Administration through post graduate education, association with professional organizations dedicated to professionalism in the field of Human Resources Administration, or attendance or participation in seminars and/or meetings of a nature relevant to Human Resources Administration. Have demonstrated the ability to maintain high standards of service to the public through programs that emphasize positive public relations.

 

Any equivalent combination of education, experience and training may be considered.

 

This is a designated “Recovery” classification in the City’s Emergency Operations Plan and will require the employee occupying this position to work for declared emergencies.  Attendance at National Incident Management System (NIMS) training at the appropriate level is mandatory.
