CITY OF
FIRE CHIEF
DEFINITION
This is an
exempt position, which is highly responsible administrative and technical work
directing all functions of the City's Fire Department to provide adequate fire
safety and emergency medical service for the citizens and visitors in the City.
The employee
in this classification is responsible for the planning, directing and
controlling fire service functions within a broad policy guided by laws, codes,
rules, regulations, records, related services and activities. Responsible for fire prevention activities,
proper fire training activities, command responsibilities and emergency medical
services.
This
employee is also responsible for ensuring that the department strives to
maintain the highest standards of service and assistance to the public through
programs that encourages all employees to keep positive public relations as a
primary goal.
EXAMPLES
OF WORK PERFORMED
Develops
internal policies of operation in conjunction with the City's Administration.
Plans,
organizes and directs the activities of the volunteer firefighters, paramedics,
emergency medical technicians, administrative, technical and clerical personnel
in conducting the functions of the department.
Originates
and maintains the City's Disaster Plan, representing the Fire Department.
Prepares and
administers departmental budget and internal financial controls. Evaluates the
needs of the department and recommends the purchase of new apparatus and
supplies.
Assigns
personnel and equipment to fire stations; responds to alarms and directs
activities.
Supervises
the inspection of buildings and other properties for fire hazards and the
enforcement of fire prevention ordinances and laws.
Directs the
operation of departmental in-service training of personnel.
Prepares bid
specifications and Notice to Bidders.
Directs the
maintenance and repair of the City's Fire Department buildings, equipment and
apparatus.
Serves as
liaison between elected officials of the City and the City's Volunteer Fire
Association.
Performs
related work as required and as directed.
KNOWLEDGE,
ABILITIES AND SKILLS
Extensive
knowledge of modern principles, methods and equipment for an efficient,
effective fire service.
Thorough
knowledge of modern principles and practices of Fire Administration, fire
hazards and fire prevention techniques.

Thorough
knowledge of the geography of the City, including location of streets, water
mains, fire hydrants and principal fire hazards.
Knowledge of
laws, rules and regulations relating to fire prevention and investigation, and
of Fire Department policies, procedures and regulations.
Ability to
handle highly confidential information, in both written and verbal format.
Ability to
develop long range plans and programs (5 to 7 years) so as to make sound
decisions on operation and administrative policies to assure continual fire
service to the City.
Ability to
prepare and direct the preparation of comprehensive reports, budgets,
correspondence and programs.
Ability to
plan, organize, assign and evaluate the work of subordinates.
Ability to
prepare and present concise, meaningful and timely reports in a clear and
logical manner.
Ability to
establish and maintain an effective working relationship with the City's
Volunteer Fire Association, other municipal employees, City officials and the
general public; and to effectively represent the department and its programs in
diverse individual and group contacts with the public.
DESIRABLE
EXPERIENCE AND TRAINING
Graduation
from an accredited college or university with a Bachelor degree supplemented by
specialized training in modern fire department administration, plus five to
seven years experience of a progressively responsible nature in fire and fire
prevention activities, including responsible supervisory duties. Completion of
minimum standards as required by the State of

through programs that emphasize positive public relations.
Any
equivalent combination of training and experience which provides the required
knowledge, abilities and skills may be considered.
This is a designated Response classification
in the Citys Emergency Operations Plan and will require the employee occupying
this position to work for declared emergencies.
Attendance at National Incident Management System (NIMS) training at the
appropriate level is mandatory.
