DIRECTOR
DEFINITION
This is an exempt position, which is highly
responsible administrative work in directing all activities of the City's
Financial Services Department, including finance, purchasing and related work
as pertains to the City's Budget.
An employee in this classification is
responsible for all elements of the financial systems and related fiscal
affairs. This employee is charged with the development of effective procedures
to ensure the City's financial condition is sound and meets acceptable
standards and complies with the State and local regulations pertaining to
financial matters.
This employee is also responsible for ensuring
that the department strives to maintain the highest standards of service and
assistance to other departments and the public through programs that encourages
all employees to keep positive public relations as a primary goal.
EXAMPLES
OF WORK PERFORMED
Development of procedures for maintenance of an
adequate cash flow.
Development of long range financial forecasting
and planning.
Coordinate investing of funds in excess of
present cash flow needs in various short term and long term investments within
the State's and the City's set guidelines.
Preparation and presentation of all Annual City
Audits and Budgets.
Monitoring of revenue and expenditures as
authorized by the budget and City's financial condition.
To advise on both short term and long term
borrowing as to the financial needs, desirability, and requirements of the
State and the City and the preparation of related materials.
Performs other related duties as required and
directed.
KNOWLEDGE,
ABILITIES AND SKILLS
Extensive knowledge of modern financial
accounting principles and practices.
Understanding of Municipal Bonding Market,
procedures and requirements, and the various financial vehicles available.
Understanding of budgetary procedures and
practices and ability to apply such to the City's financial system.
Ability to develop long term plans and programs
(3 to 5 years).

Ability to make sound decisions on operation and
administrative policies to the Financial Services Department.
DESIRABLE
EXPERIENCE AND TRAINING
Graduation from an accredited four year college
or university with a major in Finance, Public Finance, or Accounting, and five
years of progressively expanded experience, including two or more years in a
responsible administrative position.
Demonstrate an interest in the field of Finance
through association in professional societies, postgraduate education or
attendance at specialized professional programs or seminars dealing with Public
Finance.
Have demonstrated the ability to maintain high
standards of service to the public through programs that emphasize positive
public relations.
Any equivalent combination of education,
experience, and training may be considered.
This is a designated Response classification
in the Citys Emergency Operations Plan and will require the employee occupying
this position to work for declared emergencies.
Attendance at National Incident Management System (NIMS) training at the
appropriate level is mandatory.
