DIVISION CHIEF - TRAINING                               

 

DEFINITION         

 

This is an exempt position, which is responsible supervisory and administrative work of a technical nature in assistance to the Fire Chief in directing the overall activities of the City's Fire Department.

 

An employee in this classification is responsible to coordinate the training for the department and to maintain personnel records.  The Division Chief is responsible for managing personnel, planning, directing, coordinating and evaluating all fire suppression, rescue (EMS) and safety education programs for the Department.  The employee exercises initiative and independent judgment in determining practices and procedures within the limits of department rules and regulations.

 

EXAMPLES OF WORK PERFORMED         

 

Asses baseline skills of division personnel, evaluate present class and drill procedures.

 

Plans, schedules and conducts training classes and drills.

 

Creates and maintains a training matrix system showing all mandatory, specialized, optional and miscellaneous training.

 

Develops and maintains a system which identifies the training available and who should participate in various offerings.

 

Creates and maintains a system, which identifies and publishes at least one training bulletin per month.

 

Makes specialized training recommendations such as EMS, Haz Mat, etc.

 

Assists in the hiring process.

 

Responds to emergencies and assumes command of the fire scene unless relieved by a ranking officer.

 

Performs related work as required and as directed.

 

KNOWLEDGE, ABILITIES AND SKILLS         

 

Extensive knowledge of modern methods and techniques of fire administration, with emphasis on training and safety.

 

Knowledge of modern methods, techniques, and theories used in leadership and management

skills.

 

Ability to handle highly confidential information, in both written and verbal format.

Ability to plan, direct and coordinate the work of subordinates, including junior officers.

 

Ability to plan and prepare lesson plans, and present effective training classes.

 

Ability to analyze situations and adopt a quick, effective and reasonable course of action, especially under conditions which are psychologically and emotionally stressful.

 

Must have good computer skills and be familiar with Microsoft Office software.  Must have the ability to determine customer needs and follow up on them.

 

Ability to consistently demonstrate tact, courtesy, reliability and maturity while carrying out assigned duties.

 

Ability to work in a team environment.

 

Ability to adhere to tight schedules and still maintains work ability.

 

Ability to operate a City vehicle and possess the required license.

 

Ability to establish and maintain an effective working relationship with other municipal employees, City officials and the general public.

 

 

DESIRABLE EXPERIENCE AND TRAINING         

 

Must be a certified Fire Fighter with the State of Florida.

 

Must be a certified fire instructor with the State of Florida.

 

Must have a minimum of an Associates Degree.

 

Must have a minimum of 6 years experience with an organized Fire Department.

 

May substitute certain requirements for additional education and/or experience, and have the ability to obtain all requirements within one year of appointment.

 

This is a designated “Response” classification in the City’s Emergency Operations Plan and will require the employee occupying this position to work for declared emergencies.  Attendance at National Incident Management System (NIMS) training at the appropriate level is mandatory.
