DESIGN & CONSTRUCTION DIRECTOR

 

DEFINITION

 

This is an exempt position, which is a highly responsible professional and administrative supervisory work involving the management of a variety of architectural and building construction for the City.

 

Work includes directing, coordinating and preparing the design and management of the construction of City projects.

 

The incumbent organizes operational procedures, serves as controller of projects and liaison between departments involved in the development of City projects.  This employee works under the direction of the Mayor/Administration.

 

EXAMPLE OF WORK PERFORMED

 

Monitor the design and production of architectural work of outside consultants, reviews progress and final architectural and/or engineering plans for completeness prior to public advertisement for bids.

 

Supervise the submittals of shop drawings, materials and supplementary drawings during the construction administration portion of the architecture projects.

 

Prepares the design and specifications of certain city projects, supervise the preparation of drawings by technical staff, review progress and insures completeness to comply with project programming goals and objectives.

 

On behalf of the City coordinating consultants in the development of complex and difficult building and parks construction projects.

 

Issue work orders to consultants and testing laboratories.

 

Reviews and verifies consultants and testing laboratories.

 

Reviews consultant’s plans and specifications at various stages of development for conformance to budget funding, program and design standards, completeness and accuracy, suggests changes additions and corrections, monitors consultant’s cost estimates, schedules, attends and writes reports of meetings with consultants and City department representatives.

 

Coordinates the development of building and facilities project construction, with City departments that will occupy, use and maintain facilities.

 

Coordinates bid advertisements, printing and distribution of plans and specifications to bidders, schedules and conducts pre-bid conferences with contractors and consultants on complex building and facilities construction projects, evaluates bids and make recommendations for award of contracts.

Coordinates signing of contracts with contractors, schedules and conducts pre-construction meetings with consultants, contractors and subcontractors.

 

Originates Note to Proceed to contractors, and work orders to consultants and testing laboratories, reviews and approves periodic requisitions, invoices, and supporting data from contractors, consultants and testing laboratories, review field inspection reports.

 

Monitors building construction progress, keeps user departments informed, prepares change orders to contracts, keeps records of contingency allowances and consultants payments.

 

Inspect projects for substantial completion and prepares lists of any deficiencies.

 

Prepares performance reports on contractors and consultants, arrange for correction of defects by contractor during warranty period, schedules and conducts inspections at the end of warranty period and assures corrections of defects, recommends final acceptance of facility on behalf of the City.

 

Plans, assigns, supervises and coordinates activities of personnel assigned to inspect construction and those assigned to assist in administrative tasks.

 

Reviews contractor’s applications for payment.

 

Maintains project administrative records and files.

 

Performs related work as required and as directed.

 

KNOWLEDGE, ABILITIES AND SKILLS

 

Thorough knowledge of the principles, practices and methods of architectural planning, design and construction.

 

Thorough knowledge of applicable codes and regulations, state and municipal rules, building construction technologies, architectural drawings, production techniques relating to architecture, engineering and building construction.

 

Thorough knowledge of building design components.

 

Thorough knowledge of building materials, methods and construction systems.

 

Thorough knowledge of contracts, forms, and procedures relative to building construction activities.

 

Thorough knowledge of current construction costs.

 

Considerable knowledge of surveying techniques

 

Considerable knowledge of current consultants fees.

Thorough knowledge of ADA and Accessibility codes.

 

Ability to prepare plans using CADD software.

 

Ability to present projects in a public forum.

 

Ability to review and suggest changes, additions, and corrections in detailed plans and specifications of construction projects.

 

Ability to interpret pertinent laws and regulations and enforce compliance with building designs and construction schedules.

 

Ability to simultaneously manage multiple complex projects in various phases of development.

 

Ability to analyze bids and make recommendations for award of contract.

 

Ability to conduct meetings with consultants, contractors and representatives of users agencies.

 

Ability to express ideas clearly and concisely.

 

Ability to operate a City vehicle and possess the required license.

 

Ability to establish and maintain effective working relationships with consultants, contractors, supervisors and departmental officials.

 

DESIRABLE EDUCATION AND TRAINING

 

Graduation from an accredited university with bachelor degree in architecture.

 

Broad and extensive progressive responsible experience in the design and construction management.

 

Current registration as an architect in the State of Florida is required.

 

This is a designated “Response” classification in the City’s Emergency Operations Plan and will require the employee occupying this position to work for declared emergencies.  Attendance at National Incident Management System (NIMS) training at the appropriate level is mandatory.
