CRIME
SCENE TECHNICIAN
DEFINITION
This is a non-exempt position, which is skilled technical police
work in collecting, classifying, and identifying physical evidence and
fingerprints and performing technical photographic work. Work is performed
under the direct supervision of the Investigations Division Sergeant.
EXAMPLES OF WORK PERFORMED
Fingerprints and photographs
prisoners and civilians requiring photographs and fingerprints for special
purposes.
Classifies fingerprints and
record classifications according to prescribed formula.
Files fingerprint cards according to standard classification
codes.
Searches files to find specific
prints or to make comparisons.
Searches files for information in response to requests from
other law enforcement agencies, correspond with other agencies, and exchange
identification information.
Assists at the scene of a crime, search for and develop latent
fingerprints, take photographs of crime scenes and search for, collect,
preserve and identify other physical evidence discovered.
Assists in making analysis and
collection of numerous types of materials for determining the presence of
foreign substances and contamination such as hair, skin, paint and blood.
Assists in making plaster casts
of shoes, tires, instruments, and other impressions.
Maintains laboratory records and prepare reports of findings of
examinations and investigations made.
Proceeds unassisted in the
various investigations involving the death of both animals and human beings,
including the taking of fingerprint impressions of cadavers.
Performs related work as
required and as directed.
KNOWLEDGE, ABILITIES AND SKILLS
Considerable knowledge of standard fingerprint classification
practices, purposes, methods, records, and equipment used in identifying
persons.
Knowledge of methods used in collecting and preserving physical
evidence and the use of such evidence in establishing guilt or innocence.
Knowledge of laboratory
techniques in the performance of chemical and microscopic examinations.
Knowledge of the use and
operation of cameras and other photographic equipment and police radio use.
Knowledge of police objectives, regulations, and procedures and
some knowledge of state and local laws
and
ordinances.
Ability to take photographs
under varying conditions and circumstances.

Ability to perform the necessary identification tasks on
cadavers in varying states of decomposition.
Ability to operate a personal
computer and the use of standard software applications.
Ability to maintain cross index
filing systems and to classify documentary material for filing purposes.
Ability to understand and carry
out instructions and to complete work assignments correctly.
Ability to maintain confidentiality, prioritize work assignments
and to work independently.
Ability to operate a City vehicle and possess the required
license.
Ability to establish and maintain an effective working
relationship with other municipal employees, City officials, and the general
public.
Ability to work all shifts and holidays and to handle rotation
call out.
Skilled in taking, classifying, identifying, and filing
fingerprints and in searching for, preserving, and interpreting physical
evidence and identification data.
Skilled in the operation of personal computers and typewriters.
Ability to communicate professionally in court regarding
evidence collection and crime scene.
DESIRABLE EXPERIENCE AND TRAINING
Graduation from a standard high school or a recognized
equivalent certification. Completion of an approved course covering criminal
identification and investigation and some experience in police work; or any
equivalent combination of education, experience and training which provides the
required knowledge, abilities and skills may be considered.
Must
currently possess or be eligible to obtain, a Florida driver’s license with an
overall good driving record. No single
suspension of driver’s license within the past two (2) years and no more than
two (2) suspensions within the past five (5) year history (except if suspension
was due to insurance error or clerk of court error).
This is a
designated “Will-Call Recovery” classification in the City’s Emergency
Operations Plan and will require the employee occupying this position to work
for declared emergencies. Attendance at
National Incident Management System (NIMS) training at the appropriate level is
mandatory.
