CITY OF
CHIEF PLUMBING INSPECTOR
DEFINITION
This
is an exempt position, which is responsible supervisory inspectional and office
operation work in determining compliance with the Florida Building Code and
accepted standards relating to the installation of plumbing systems and
equipment. Work is performed under the
general direction of the Chief Building Official with considerable latitude for
the use of technical discretion and judgment.
The
employee in this classification is responsible for performing field inspection
of plumbing installations in buildings and structures, and the enforcement of
local, state and federal codes and regulations relating to the plumbing phases
of building construction and use.
Assigns and reviews the work of subordinate inspectors. Work involves the review and disposition of
applications and plans for building permits to insure that all such
construction meets the required standards of the Florida Plumbing Code as to
construction, maintenance, safety and conformance. The employee must exercise considerable
independent judgment, however, unusual or highly difficult technical and
enforcement problems are reviewed with the Chief Building Official who also
reviews periodic inspection reports and work when necessary.
Work
will also involve assistance in the preparation of the budget for the
department.
Supervises
and participates in the inspection of plumbing installations during
construction and the examination of completed installations for workmanship and
use of proper materials.
Reviews
plans and specifications and approves permits for plumbing installations.
Consults
with contractors and other interested parties and explains and interprets
plumbing standards and codes.
Plans,
organizes and supervises the work and training of subordinate inspectors.
Establishes
policies, practices, and procedures of the plumbing division, ensures that they
are implemented at the approval of the Chief Building Official.
Supervises
the investigation of complaints regarding violation of the plumbing codes and
applicable ordinances and coordinates the prosecution of violators when
necessary.
Prepares
and submits periodic activity reports of plumbing inspections and
investigations.
Supervises
the review and approval of plans and specifications for compliance with
plumbing requirements.
Cites
Notice of Violation for violation related to Florida Plumbing Code and
processes the NOV for citation through code enforcement action.
Performs
related work as required and as directed.
Thorough
knowledge of the principles and practices involved in installing, repairing,
and maintaining a variety of plumbing installations, equipment and appliances
and of standard testing devices.
Thorough
knowledge of plumbing codes, ordinances and regulations, and plumbing
construction materials and product control standards, including a thorough
knowledge of the Florida Building Code.
Knowledge
of modern office practices and procedures.
Ability
to interpret plans and specifications and to determine their compliance with
established standards.
Ability
to recognize possible defects or hazardous conditions in plumbing systems or
equipment and to effect corrective measures.
Ability
to make decisions recognizing established precedents and practices and to use
resourcefulness and tact in meeting new problems.
Ability
to handle correspondence with developers and plumbing contractors.
Ability
to supervise in a manner conducive to full performance and high morale.
Ability
to establish and maintain effective working relationships with employees,
departmental officials, professional groups and the general public.
Ability
to operate a City vehicle and possess the required license.
Graduation from a standard high school or equivalent recognized certificate, supplemented by technical training in mechanical practices and techniques.
To
be eligible for appointment as a Chief Plumbing Inspector, such person shall be
certified by the State of
(a)
A Florida Registered Professional Engineer in
the discipline requested and having practiced within the jurisdiction of this
Code for at least three (3) years; and two (2) years as a Plumbing Inspector
under the jurisdiction of Florida
Building Code; or
(b)
Ten (10) years experience as a Master
Plumber/Plumbing Contractor or Journeyman Plumber; five (5) years of which
shall have been construction experience in the
plumbing discipline within
the jurisdiction of this Code including two (2) as an Plumbing Inspector; or
(c)
Five (5) years as Chief Plumbing Inspector,
Plumbing Plans Examiner or Plumbing Inspector,
three (3) years of construction experience in the Plumbing discipline which
shall have been within the jurisdiction of this Code.
(d)
An applicant for Certification as a Chief
Plumbing Inspector or Plumbing Plans Examiner under the provisions of this
section who is a graduate from an accredited school holding a Bachelor or
Associate of Science Degree in Engineering, Architecture or Building
Construction may be credited for three (3) years for Bachelor Degree or one (1)
year for an Associate Degree of the required ten year experience for the
Plumbing discipline as listed below:

Each of the applicants shall possess a
current Certificate of Competency as a Master Plumber/Plumbing Contractor
issued by:

Dade County Construction Trades Qualifying
Board, Block proctored, issued on or after January 1 1968.
Ψ
Any other proctored examination graded by an
independent testing agency approved by the Broward County Board of Rules and
Appeals.
This is a designated Recovery classification
in the Citys Emergency Operations Plan and will require the employee occupying
this position to work for declared emergencies.
Attendance at National Incident Management System (NIMS) training at the
appropriate level is mandatory.
