CHIEF OF POLICE

 

DEFINITION

 

This is an exempt position which is a high impact and dynamic law enforcement Executive serving as a City Department Head in providing vision, expert technical advice and leadership regarding issues of public safety, law enforcement, criminal justice, crime prevention and community services that are within the scope of the department’s capabilities and interests.

 

EXAMPLES OF WORK PERFORMED

 

Develops objectives, plans, programs, and policies for the approval of the Mayor and City Council.


Prepares annual budgets and develops sound strategies that will ensure fiscal responsibility in carrying out effective policing programs.

 

Delegates to subordinate staff responsibility for attaining their portion of major objectives and for implementing approved programs and policies.

 

Work effectively with diverse governmental and community groups in order to foster consensus and cooperation. 

 

Develop and implement workable solutions in emergency or crisis situations while making legally correct decisions.

 

Establish and employ team-building approaches with employees, citizen groups and staff and promote and reward vision and creativity within the department at all levels.

 

Reviews and ensures follow-up on all complaints and other matters of public interest related to law enforcement.

 

Staffs personnel so that the optimum levels of efficiency are attained by all members of the department.  Evaluates levels of proficiency and overall productivity.

 

KNOWLEDGE, ABILITIES AND SKILLS

 

Extensive knowledge of the principles, practices and methods of modern police administration and law enforcement; extensive knowledge of federal, state and local laws and ordinances.

 

Ability to provide active and dynamic leadership in the area of law enforcement services and meet the challenges associated with the City’s growing population, recognizing the importance of social and cultural responsibility, directing the department in the protection of life and property, and the preservation of law and order.

 

Ability to develop long-range plans and programs (5 to 7 years), make sound decisions on operations and administrative policies of the Police Department; prepare and direct the preparation of comprehensive reports, budges, correspondence and programs of police service.

Possess outstanding communication skills with exceptional organizational and presentation skills. 

 

Must be open, honest and accessible in style with a reputation as a fair, competent and consistent manager who has been actively involved in group decision making processes.

 

Be a progressive individual who will anticipate and lead the City in forward thinking public safety policies while helping to develop partnerships that link the department with the entire community.

 

DESIRABLE EXPERIENCE AND TRAINING

 

Requires a Bachelor’s Degree in Police Sciences, Criminal Justice, Public Administration, Management, with major course work in police science, public administration or related field.  Advanced management education and training in the following are desired:  FBI/NA, LEEDS, PERF’s Senior Management Institute or the Southern Police Institute Command Officers Development Course.  This position requires a minimum of two (2) years of management in responsible law enforcement leadership in a top management position.  The finalist will be an experienced and innovative police manager and administrator, who possess outstanding communication, interpersonal, organizational and leadership skills, as well as unquestionable personal and professional integrity.  Experience in a unionized labor/management environment is preferred.  The ideal candidate will have a proven commitment to community policing, a track record of improving service delivery, and demonstrated ability to build and maintain strong relationships with the community, employees and other agencies.

 

Candidates for this position should be exceptional leaders within their discipline, capable of planning and directing the services of a modern law enforcement agency.  Candidates must have backgrounds which demonstrate a complete understanding of internal communications programs and responsiveness to citizens.  The new Chief will be capable of managing highly complex issues in the context of an overall City management team and be open to change and innovation.  This position requires a person with a high energy level, capable of operating with significant independence and initiative, yet open to direction from city management and policy makers.  The new Chief will be committed to the concepts of Equal Opportunity and Affirmative Action.

 

This is a designated “Response” classification in the City’s Emergency Operations Plan and will require the employee occupying this position to work for declared emergencies.  Attendance at National Incident Management System (NIMS) training at the appropriate level is mandatory.
