MECHANICAL TECHNICIAN - UTILITIES
DEFINITION
This is a non-exempt position, involving skilled, technical,
industrial mechanical work in the installation, maintenance and repair of
mechanical equipment and controls for equipment utilized in the proper
operation of the various water and wastewater treatment facilities. The employee in this position must be able to
plan and direct a comprehensive maintenance and repair program for the Utility
Department’s treatment plant equipment and buildings.
This employee is in direct charge of and responsible for the
maintenance program for all of the utility treatment plants and equipment. This includes, but is not limited to,
inspections of equipment to assure proper and safe operation; preventative
maintenance of said equipment; trouble-shooting and diagnosing problems and
repairs to said equipment. This employee
must be able to supervise other employees in the maintenance and repair of
intricate water and wastewater plant equipment.
Work is performed under the general supervision of the Utilities
Maintenance Supervisor.
EXAMPLES OF WORK PERFORMED
Supervises and participates in the installation, maintenance and
repairs of complex operational equipment such as pumps, generators, engines,
gear boxes, controls and other intricate water and wastewater plant equipment
necessary for the continuous and safe operation of water and wastewater plants
and sewage lift stations.
Installs, maintains, repairs and tests mechanical systems,
develops, schedules and conducts a preventive maintenance program on all
equipment and buildings so that all equipment is serviced on a regular basis;
assists with all field-related installations, maintenance and repairs as
needed.
Responsible for requisitioning mechanical supplies and the
equipment necessary for maintaining the Utility Plants, for maintaining an
adequate mechanical inventory and for keeping appropriate written records.
Acts in the capacity of a trouble-shooter to rectify existing
problems.
Performs related work as required and as directed.
KNOWLEDGE, ABILITIES AND SKILLS
Considerable knowledge of the installation, maintenance and
repair requirements of water, wastewater and lift station equipment.
Considerable knowledge of the standard practices, tools and
terminology of the mechanical trade and the ability and the skills to put that
knowledge to proper use.
Considerable knowledge of the hazards involved and applicable
safety precautions of this type of work and the ability to perform work
accordingly.

Knowledge of modern methods of personnel supervision and the
ability to supervise the work of utility workers and to obtain efficient
results.
Ability to install, make repairs and/or adjustments and perform
maintenance on equipment and controls and be able to troubleshoot problems with
this equipment.
Ability to work from drawings and specifications and to
understand and carry out instructions.
Ability to compile and maintain accurate records, to prepare
comprehensive reports and to assist with budget preparation.
Ability to adhere to tight schedules and still maintain work
quality.
Ability to establish and maintain effective working relationship
with City employees, departmental officials and the general public.
Ability to operate a City vehicle and possess the required
license.
Ability to work at moderate heights and in tight quarters.
Ability to understand and carry out instructions and to complete
work assignments correctly.
Skilled in the use and care of all tools and equipment required
for the operation and maintenance of the department, such as but not limited
to: hand-tools, powered tools and “heavy
equipment” such as a backhoe, front-end loader, fork lift, etc.
DESIRABLE EXPERIENCE AND TRAINING
Graduation from an accredited high school or vocational school,
GED and/or equivalent, with extensive experience in performing mechanical work
directly related to the operations and maintenance of complex utility systems
including treatment facilities and distribution and collection systems. Any equivalent combination of education,
experience and training may be considered.
A thorough maintenance and repair experience in a related field
preferably in a supervisory capacity.
This is a
designated “Response” classification in the City’s Emergency Operations Plan
and will require the employee occupying this position to work for declared
emergencies. Attendance at National
Incident Management System (NIMS) training at the appropriate level is
mandatory.
