CHIEF MECHANICAL INSPECTOR

 

DEFINITION

 

This is an exempt position, which is responsible supervisory inspectional and office operation work in determining compliance with the Florida Building Code, laws and regulations governing the installation and operation of mechanical systems and equipment. 

 

The employee in this classification is responsible for performing field inspections of a variety of mechanical installations, and is responsible for the supervision of inspectors in this section.  Work involves the review and disposition of applications and plans for building permits to insure that all such construction meets the required standards of the Florida Mechanical Code as to construction, maintenance, safety and conformance.

 

 Work is performed under the general direction of the Chief Building Official with considerable latitude for the use of technical discretion and judgment.

 

Work will also involve assistance in the preparation of the budget for the department.

 

EXAMPLES OF WORK PERFORMED

 

Supervises and participates in new and existing air conditioning, heating and refrigeration installations in residential, commercial and industrial buildings for conformance with codes, approved plans and specifications.

 

Examines plans and workmanship to see that mechanical work complies with codes and regulations and recommends methods for improvement.  Reviews/approves permit applications.

 

Consults with contractors and other interested parties and explains and interprets mechanical standards and codes.

 

Plans, organizes and supervises the work and training of subordinate inspectors. 

 

Establishes policies, practices, and procedures of the mechanical division, ensures that they are implemented at the approval of the Chief Building Official.

 

Supervises the investigation of complaints regarding violation of the mechanical codes and applicable ordinances and coordinates the prosecution of violators when necessary.

 

Prepares and submits periodic activity reports of mechanical inspections and investigations.

 

Supervises the review and approval of plans and specifications for compliance with mechanical requirements.

 

Cites Notice of Violation for violations related to Florida Mechanical Code and processes the NOV for citation through code enforcement action.

KNOWLEDGE , ABILITIES AND SKILLS

 

Considerable knowledge of the principles and practices involved in constructing, installing, maintaining and operating a variety of mechanical installations, equipment and appliances.

 

Thorough knowledge of possible defects and faults in mechanical systems and appliances and of standard testing devices and effective corrective measures.

 

Thorough knowledge of National, State and Local mechanical codes as they apply to air conditioning, refrigeration and other mechanical installations and appliances.

 

Considerable knowledge of general building design and construction.

 

Ability to prepare clear and comprehensive reports.

 

Ability to interpret blueprints, drawings and diagrams.

 

Ability to supervise in a manner conducive to full performance and high morale.

 

Ability to establish and maintain effective working relationships with employees, departmental officials, professional groups and the general public.

 

Ability to operate a City vehicle and possess the required license.

 

REQUIRED EXPERIENCE AND TRAINING

 

Graduation from a standard high school or any equivalent recognized certificate, supplemented by technical training in mechanical practices and techniques.

 

To be eligible for appointment as a Chief Mechanical Inspector or Mechanical Plans Examiner, such person shall be certified by the State of Florida Building Code Administrators and Inspectors Board (BCIA) as a Mechanical Plans Examiner.  (Exception:  Florida Registered Architects and Florida Registered Engineers are exempt from BCIA certification only).  Such person shall be certified by the Board of Rules and Appeals and shall meeting one or more of the following qualifications:

 

(a)                A Florida Registered Professional Engineer in the discipline requested and having practiced within the jurisdiction of this Code for at least three (3) years; and two (2) years as a Mechanical Inspector under the jurisdiction of this Code; or

 

(b)               Ten (10) years experience as a Mechanical Contractor, Class A Air Conditioning Contractor or Journeyman, five (5) years of which shall have been construction experience in the mechanical discipline within the jurisdiction of the Florida Building Code including two (2) as a Mechanical Inspector; or

 

(c)                Five (5) years as Chief Mechanical Inspector, Mechanical Plans Examiner or Mechanical Inspector, three (3) years of construction experience in the Mechanical discipline which shall have been within the jurisdiction of Florida Building Code.

(d)               An applicant for Certification as a Chief Mechanical Inspector or Mechanical Plans Examiner under the provisions of this section who is a graduate from an accredited school holding a Bachelor or Associate of Science Degree in Engineering, Architecture or Building Construction may be credited for three (3) years for Bachelor Degree or one (1) year for an Associate Degree of the required ten year experience for the Mechanical discipline as listed below:

 

(e)                Each of the applicants shall possess a current Certificate of Competency as a Mechanical Contractor or Class “A” Air Conditioning Contractor issued by:

 

Ψ      Florida Construction Industry Licensing Board

Ψ      Broward County Central Examining Board of Mechanical Contractors and Specialty Mechanical Contractors

Ψ      Dade County Construction Trades Qualifying Board, Block proctored, issued on or after January 1 1968.

Ψ      Any other proctored examination graded by an independent testing agency approved by the Broward County Board of Rules and Appeals.

 

This is a designated “Recovery” classification in the City’s Emergency Operations Plan and will require the employee occupying this position to work for declared emergencies.  Attendance at National Incident Management System (NIMS) training at the appropriate level is mandatory.
