CITY OF
CHIEF ELECTRICAL INSPECTOR
DEFINITION
This is an exempt position which is responsible
supervisory inspectional and office operation work in determining compliance
with the Florida Building Code, laws and regulations governing the installation
and operation of electrical systems and equipment.
The employee in this classification is responsible
for performing field inspection of electrical installations in buildings and is
responsible for the supervision of inspectors in this section. Assigns and reviews the work of subordinate
inspectors. Work involves the review and
disposition applications and plans for building permits to insure that all such
construction meets the required standards of the Florida Building Code and
National Electrical Code as to construction, maintenance, safety and
conformance.
Work is performed under the general direction of
Chief Building Official with considerable independence in interpreting the
building code to architects and building contractors and approving
equivalencies which are not outlined in the building code.
Work will also involve assistance in the preparation
of the budget for the department.
Supervises and participates in the inspection of
electrical installations during construction and the examination of completed
installations for workmanship and use of property materials.
Reviews plans and specifications and approves
permits for electrical installations.
Consults with contractors and other interested
parties and explains and interprets electrical standards and codes.
Plans, organizes and supervises the work and
training of subordinate inspectors.
Establishes policies, practices, and procedures of
the electrical division, ensures that they are implemented at the approval of
the Chief Building Official.
Supervises the investigation of complaints regarding
violation of the electrical code and applicable ordinances and coordinates the
prosecution of violators when necessary
Prepares and submits periodic activity reports of
electrical inspections and investigations.
Supervises the review and approval of plans and
specifications for compliance with electrical requirements.
Cites Notice of Violation for violations related to
Florida Building Code and processes the NOV for citation through code
enforcement action.
Performs related work as required and as directed.

Thorough knowledge of the principles and practices
involved in constructing, installing, maintaining and operating a variety of
electrical installations, equipment and appliances.
Thorough knowledge of electrical codes, ordinances
and regulations, and electrical construction materials and product control
standards, including a thorough knowledge of the Florida Building Code and the National
Electrical Code.
Knowledge of modern office practices and procedures.
Ability to interpret plans and specifications and to
determine their compliance with established standards.
Ability to recognize possible defects or hazardous
conditions in electrical systems or equipment and to effect corrective
measures.
Ability to make decisions recognizing established
precedents and practices and to use resourcefulness and tact in meeting new
problems
Ability to supervise in a manner conducive to full
performance and high morale.
Ability to establish and maintain effective working
relationships with employees, departmental officials, professional groups and
the general public.
Ability to operate a City vehicle and possess the
required license.
Handles correspondence with developers and
electrical contractors
Graduation from standard high school or equivalent
recognized certificate. Considerable
responsible experience in the inspection of plans, specifications, construction
installation and alterations of various building trades, projects or any
equivalent combination of experience and training may be considered.
To be eligible for appointment as a Chief Electrical
Inspector, such person shall be certified by the State of
(a)
A Florida Registered Professional Engineer in
the discipline requested and having practiced within the jurisdiction of this
Code for at least three (3) years; and two (2) years as an Electrical Inspector
under the jurisdiction of this Code; or
(b) Ten (10) years experience as a Master Electrician/Electrical Contractor or Journeyman Electrician; five (5) years of which shall have been construction

experience in the electrical discipline within the jurisdiction of this Code including two (2) as an Electrical Inspector; or
(c) Five (5) years as Chief
Electrical Inspector, Electrical Plans Examiner or Electrical Inspector,
three (3) years of construction experience in the Electrical discipline which shall have been within
the jurisdiction of this Code.
(d)
An applicant for Certification as a Chief
Electrical Inspector or Electrical Plans Examiner under the provisions of this
section who is a graduate from an accredited school holding a Bachelor or
Associate of Science Degree in Engineering, Architecture or Building Construction
may be credited for three (3) years for Bachelor Degree or one (1) year for an
Associate Degree of the required ten year experience for the Electrical
discipline as listed below:

Each of the applicants shall possess a
current Certificate of Competency as a Master Electrician/Electrical Contractor
issued by:

Dade County Construction Trades Qualifying
Board, Block proctored, issued on or after January 1 1968.

Any other proctored examination graded by an
independent testing agency approved by the Broward County Board of Rules and
Appeals.
This is a designated Recovery classification
in the Citys Emergency Operations Plan and will require the employee occupying
this position to work for declared emergencies.
Attendance at National Incident Management System (NIMS) training at the
appropriate level is mandatory.
