ASSISTANT UTILITIES DIRECTOR

 

DEFINITION

 

Assists the Director as needed in the overall direction of the Department, serving as acting Director in the Director’s absence. Serves as officer in charge of water conservation, bad debt collection, technological research and implementation, Operator and Field Technician certification and other assigned special projects.

 

EXAMPLES OF WORK PERFORMED

 

Evaluates operations and activities of staff responsibilities; recommends improvements and modifications; prepares various reports of diverse activities.

 

Participates in budget preparation and administration; prepares cost estimates for budget recommendations; monitors and controls expenditures.

 

Participates in the selection of staff; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline procedures.

 

Answers questions and provides information to the public; investigates complaints and recommends corrective action as necessary to resolve complaints.

 

Identifies grant opportunities and assists in grant application process.

 

Establishes and maintains an effective working relationship with City employees, the general public and consulting engineers utilized by the Department.

 

Directs and/or responds to correspondence from the public as necessary.

 

Develops and monitors efforts to identify potential security threats and vulnerability assessments to the treatment facilities.

 

Actively participates and is the liaison with utility organizations.

 

Works with governmental entities as the Water Conservation Officer to establish and update City’s efforts to “use water wisely” and makes formal presentations to educate public groups about water conservation. Establishes schedules and methods for City water conservation programs, and submits justifications for water conservation program activities.

 

Maintains statistics for unaccounted-for water.

 

Recommends and assists in the implementation of goals and objectives; implements polices and procedures; develops department’s standard operating procedures.

 

Plans, prioritizes, assigns, supervises and reviews the work of staff involved in water conservation programs.

Works with Customer Service Manager as a Loss Prevention Officer to resolve difficult  customer complaints and concerns.

 

Reviews and approves invoices received by the Department before submission to the Finance Department for payment.

 

Implements and tracks procedures for collection of bad debts (back charges and Utilities billing); maintains statistics of bad debt collections.

 

Researches, recommends and initiates implementation of new technology as Technology Officer, that will better enable the department to fulfill its mission statement.

 

Utilizes various computer-related tasks systems for updating utility information.

 

Oversees implementation of certification training programs and examinations for treatment operators, distribution and collection systems operators and utilities mechanics as Certification Officer.

 

KNOWLEDGE, ABILITIES AND SKILLS

 

Knowledge of municipal waster and wastewater treatment plants operation and maintenance.

 

Knowledge of the operation and maintenance procedures of municipal water distribution and wastewater collection systems.

 

Knowledge of the industries’ standard methods, materials, tools and equipment employed in water and wastewater main installations, meters and equipment.

 

Knowledge of standard purchasing procedures and procurement.

 

Knowledge of occupational hazards and safety precautions for utility operations.

 

Ability to assist in development and preparation of budgets in accordance with municipal financial management.

 

Ability to organize and analyze information, operational and financial data and formulate  recommendations.

 

Ability to supervise and coordinate work of professional and clerical employees and to develop improvements in municipal water and wastewater management practices.

 

Ability to establish and maintain an effective working relationship with other employees, city officials and the general public.

 

DESIRABLE EXPERIENCE AND TRAINING

 

Bachelor's Degree from an accredited college or university with minimum five years field experience in sanitary engineering, certification by the State of Florida as a Class “A” Drinking

Water Operator, Class “A” Wastewater Operator, or any equivalent combination of education, experience or training which provides the required knowledge, abilities and skills may be considered.

 

This is a designated “Recovery” classification in the City’s Emergency Operations Plan and will require the employee occupying this position to work for declared emergencies.  Attendance at National Incident Management System (NIMS) training at the appropriate level is mandatory.

 

NOTE:  This job classification is designated as a “safety sensitive” or “special risk” position, therefore an employee in this position is subject to random drug and/or alcohol testing as stated in the City of Plantation’s Drug Free Workplace policy.
