ASSISTANT TO THE MAYOR

 

DEFINITION

 

This is an exempt position, which is a highly responsible position within the City administration acting as the Assistant to the Mayor, in a strong Mayor form of government.  Responsible for interacting with City department heads to insure the performance of City services and functions; and provide project management as determined by the Mayor.

 

The employee in this classification is responsible for the development of effective procedures to insure that the City’s financial condition is sound through budgeting and monitoring of financial matters.

 

The employee is responsible for overseeing the Risk Management, Grant Administration and Public Relations Operations. The employee represents Administration on the Emergency Management Operations Team and acts as the Recovery Director in post-disaster situations.

 

This employee exercises extensive initiative and individual judgement to accomplish goals and objectives as established by the chief executive officer.

 

This employee is also responsible for assisting departments to strive to maintain the highest standards of service to the public through programs that encourage all employees to keep positive public relations as a primary goal.

 

EXAMPLES OF WORK PERFORMED

 

Initiates and suggests operational policies and performs individual analyses of City services and functions.

 

Interfaces with City Council, City consultants, advisory boards, department heads, the general public and the media as needed.

 

Facilitates the City’s management of capital projects and other programs to meet the priorities as set by the Mayor.

 

Oversees revenues and expenditures of the City to insure compliance with the City budget.

 

Coordinates the preparation and presentation of the Annual City Budgets.

 

Development of long range financial forecasting and planning.

 

Works with the Finance Department to advise on both short term and long term borrowing as to the financial needs, desirability, and requirements of the State and the City and the preparation of related materials.

 

Undertakes special assignments and coordinates special committees as directed.

 

Works with City Legal Department to assure appropriate laws are formulated and carried out.

KNOWLEDGE, ABILITIES AND SKILLS

 

 Considerable knowledge of laws and administrative policies governing municipal activities and operations.

 

Thorough knowledge of the principles, practices and techniques of Public Administration and management.

 

Extensive knowledge of municipal operations, service delivery system, Risk Management practices, public finance budgetary procedures, bond issues and public personnel practices.

 

Knowledge of construction management practices and real estate transactions.

 

Knowledge of municipal purchasing procedures, objectives and guidelines.

 

Knowledge of economic development practices.

 

Ability to prepare accurate analyses, reports and recommendations on a variety of subjects.

 

Ability to express ideas clearly and concisely to groups and individuals.

 

Ability to interpret administrative policy into operational procedures and practices.

 

Ability to compile data and information to transpose into effective and efficient administrative policies.  Long range plans and programs (3 to 5 years) to make sound decisions on operation and administrative policies for the Administration of the City.

 

Ability to establish and maintain an effective working relationship with City officials, the general public and City staff.

 

DESIRABLE EXPERIENCE AND TRAINING

 

Bachelor's Degree in Business or Public Administration and/or Public Finance or Accounting or a closely related field.  Master’s Degree preferred.

 

Must possess a minimum of ten (10) years work experience in the field of municipal government which includes budget preparation, five (5) of such years being in a supervisory or managerial position in a municipal setting.

 

Demonstrated interest in the field of Public Administration through post-graduate education, association in professional societies in the field, or attendance of specialized seminars and programs relating to municipal government or public administration.

 

Have demonstrated the ability to maintain high standards of service to the public through programs that emphasize positive public relations.

 

This is a designated “Response” classification in the City’s Emergency Operations Plan and will require the employee occupying this position to work for declared emergencies.  Attendance at National Incident Management System (NIMS) training at the appropriate level is mandatory.
