ASSISTANT PARKS AND RECREATION DIRECTOR

 

DEFINITION

 

This is an exempt position, which is responsible administrative and supervisory work in planning, coordinating and directing personnel for various programs/events within a city wide parks and recreation program.  Work is performed under the general supervision of the Parks and Recreation Director.

 

An employee in this classification is responsible for performing supervisory and administrative assignments which includes: office management functions; processing and maintaining a variety of financial, personnel and computer programs and procedures; coordination of budget development, monitoring department expenses and purchases; overseeing the day to day operations of the parks & Recreation Department.

 

EXAMPLES OF WORK PERFORMED

 

Directs, coordinates and supervises assigned personnel to planning development, and evaluate all recreational services and activities conducted by the City.

 

Coordinates preparation and control of the annual departmental budget by compiling and analyzing various types of financial data; preparing program budget narratives; compiling budget and expenditure details; preparing schedule and cost information; capital project review reports; and preparing budget-related documents and charts.

 

Works with other city departmental staff in park planning projects, Federal, State and County grant preparation work, community development block grant programs, and capital improvements.

 

Establishes and maintains an effective relationship with contractors, developers and the public.

 

Assists with the City’s Parks and Recreation Advisory Board and other civic groups to explain the recreational objectives of the City, grant applications and guidelines, and other departmental information.

 

Prepares written or oral reports and recommendations as required.  Prepares grant status reports and closeout documents for County, State, and Federal funding.

 

Conducts research and special studies pertaining to park development; coordinates, presents and develops material for meetings and public hearings; and consults with other divisions and departments.

 

Prepares memorandums, policy recommendations, and correspondence for the Director.

 

Daily review and pre-approval of all purchasing items, including purchase orders, purchasing card statements, invoices, check requests, and petty cash reimbursements.

KNOWLEDGE, ABILITIES AND SKILLS

 

Ability to assist in development and preparation of budgets in accordance with municipal financial management.

 

Ability to assist in the development of new construction projects and to provide professional assignments; and to provide proper supervision and direction to provide a safe and enjoyable experience to the community.

 

Ability to establish and maintain an effective working relationship with City officials, Community organizations, other City departments and the general public.

 

Ability to assist in park planning projects with other professionals, including Landscape Architect, Design and Construction Director, City Engineer, and the Grants Administrator.

 

DESIRABLE EXPERIENCE AND TRAINING

 

Graduated from an accredited four-year college or university with a Bachelor’s Degree in recreation, leisure services, physical education, business administration, public administration or a closely related field.

 

Must possess a minimum of five years of  higher management experience in the field of  public parks and recreation program, which has included responsibility for organizing, directing, planning, coordinating, budgeting, formulating policy, and evaluating programs and staff.

 

Post-graduate education preferred, as well as association in professional societies in the field, and attendance of specialized seminars and programs relating to municipal parks and/or recreation services.

 

Any equivalent combination of education, experience and training may be considered.

 

Prefer Certified Park & Recreation Professional (CPRP) with Florida Recreation and Park Association (FRPA) or National Recreation and Parks Association (NRPA).

 

This is a designated “Recovery” classification in the City’s Emergency Operations Plan and will require the employee occupying this position to work for declared emergencies.  Attendance at National Incident Management System (NIMS) training at the appropriate level is mandatory.
