CITY OF
ASSISTANT
FINANCE DIRECTOR
DEFINITION
This is an exempt position, which is responsible
administrative work in directing all activities of the City's Financial
Services Department, including accounting and related work as pertains to all
City finances.
An employee in this classification is
responsible for all elements of the accounting system and related fiscal
affairs. This individual is charged with
the development of effective procedures to insure the City's financial record
keeping process meets acceptable standards and complies with State and local
regulations pertaining to financial reporting.
EXAMPLES
OF WORK PERFORMED
Develops internal policies for operation of the
department in conjunction with the Finance Director and Administration.
Spearheads special projects to meet departmental
goals.
Evaluates the operations of the department. Makes recommendations to facilitate the flow
of work in an efficient manner with sufficient internal control.
Monitors departmental goals, objectives and
other administrative matters, including management and evaluation of
departmental personnel.
Prepares or oversees preparation of financial
reports required by the City, State or Federal governments.
Coordinates annual audit between the City and
the external auditors. Supervises the preparation of a multitude of audit work
papers. Reviews final annual audit
document for final approval.
Assists the Finance Director and Budget Manager
in preparation of the Annual Budget.
Communicates with Information Technology and/or
other departments on recommended changes to financial procedures or new
projects.
Performs other related duties as required and as
directed.
KNOWLEDGE,
ABILITIES AND SKILLS
Extensive knowledge of modern accounting
principles and practices, including a thorough knowledge of Governmental
Accounting Standards Board Statement No. 34.
Understanding of budgetary procedures and
practices, and ability to apply such to the City’s accounting system.
Understanding the principles of information
services and automated procedures.

Ability to develop long-term plans and programs
(3 to 5 years) to make sound decisions on operation and administrative policies
with the Finance Director.
Ability to establish and maintain an effective
working relationship with other employees, City officials and the general
public.
DESIRABLE
EXPERIENCE AND TRAINING
Graduation from an accredited four-year college
or university with a major in Accounting, Finance or Public Finance, and five
years progressively expanded experience following graduation, including two or
more years in a responsible supervisory position.
Demonstrated interest in the field of Public
Finance through association in professional societies, post-graduate education
or attendance at specialized professional programs or seminars dealing with
public finance.
Any equivalent combination of education,
experience and training may be considered.
This is a designated “Response“ classification
in the City’s Emergency Operations Plan and will require the employee occupying
this position to work for declared emergencies.
Attendance at National Incident Management System (NIMS) training at the
appropriate level is mandatory.
