ASSISTANT ACCOUNTANT

 

DEFINITION        

 

This is a non-exempt position, which is advanced bookkeeping and accounting work in the examination, analysis and verification of fiscal and accounting records.

 

Employee in this classification is responsible for assigned phases of complex financial record keeping work within the City's Finance Department.  Responsibilities include, but not limited to: monitoring City bank accounts, analyze and reconcile subsidiary records, prepare complex journal entries and various state reports, analyze and perform research, assist accounting staff on special projects, etc.  Employee exercises independent judgment in solving most problems that arise within assigned work areas.  Work is reviewed through analysis of statements and reports, by general observation of the work and periodic internal and external audits.

 

EXAMPLES OF WORK PERFORMED        

 

Reconciles computer subsidiary systems to fund management system.

 

Prepares journal entries to specialized accounts and verifies trial balances in the preparation of monthly financial statements.

 

Maintains financial records; verifies and posts invoices in internal accounting records.

 

Monitors grant assistance programs.

 

Posts, details and maintains current balance of accounts; performs monthly audits of accounts; records cash transactions.

 

Prepares complex bank accounts reconciliation.

 

Assists staff in the preparation of accounting work papers and schedules for monthly financial statements.

 

Assists Assistant Finance Director as needed on special projects.

 

Assist in preparation of internal/external audits.

 

Prepares and processes periodic Federal and State tax returns.

 

Prepares and processes financial transactions and other documents as may be required.

 

Provides information in response to official and public inquiries, within established guidelines.

 

Performs other related work as required and as directed.

KNOWLEDGE, ABILITIES AND SKILLS

 

Considerable knowledge of accounting principles and methods and their application to the development, installation and audit of accounting systems.

 

Knowledge of the laws, rules and regulations relating to the financial records.

 

Working knowledge of governmental accounting principles and procedures.

 

Knowledge of modern office practices and procedures.

 

Working knowledge of data processing equipment, spreadsheet software and systems application as related to accounting.

 

Ability to maintain records and to prepare and submit reports.

 

Ability to prepare complex journal entries.

 

Ability to prepare various state reports and forms.

 

Ability to analyze and perform research on computerized and/or manual records.

 

Ability to train and/or supervise clerical staff.

 

Ability to operate standard office and accounting machines.

 

Ability to reconcile a cash drawer at the end of the work day.

 

Ability to establish and maintain an effective working relationship with other employees, City officials and the general public.

 

DESIRABLE EXPERIENCE AND TRAINING        

 

Associates degree in accounting, supplemented by two (2) years working experience in the accounting field.

 

Any equivalent combination of education, experience and training may be considered.

 

This is a designated “Will-Call Recovery” classification in the City’s Emergency Operations Plan and will require the employee occupying this position to work for declared emergencies.  Attendance at National Incident Management System (NIMS) training at the appropriate level is mandatory.
