RESEARCHER - PUBLIC RELATIONS SUPERVISOR
DEFINITION
This is an exempt position, which involves
conducting research, overseeing public relations, analyzing and coordinating
various administrative activities, performing specialized staff work in the
Administrative office and directing the work of others.
An employee in this classification is
responsible for performing diversified administrative assignments of more than
average difficulty, which may include routine and complex analytical,
administrative and technical work in the analyses of projects and programs,
develop recommendations and prepare comprehensive reports. This individual must also be able to
effectively establish and maintain relationships with the general public,
elected officials, department heads, vendor/contractor contacts, media contacts
and officials from other cities, counties and the State. The employee must show a great deal of
latitude, creativity and ability to perform many job responsibilities with
minimal supervision and direction. Work
is performed under the administrative direction of the Assistant to the Mayor
who outlines broad areas of responsibility and assigned projects.
EXAMPLES
OF WORK PERFORMED
Prepare reports that summarize facts, analyze
problems and make sound recommendations.
Compile and maintain accurate reports and
prepare comprehensive reports that summarize facts, analyze problems and
develop recommendations.
Develop reports using a spreadsheet program
covering complex financial relationships of data and producing related graphs.
Study and analyze legal documents in order to
summarize significant elements and insert information or make changes for Legal
Department review.
Track progress of programs, projects and prepare
status reports.
Assist with development of City website and
Plantation Information Line.
Conduct research and analyze special projects
and programs; evaluate effectiveness and efficiency and develop
recommendations.
Prepare press releases, letters, speeches and
other related documents.
Prepare and process requests for proposals, bid
documents, forms, contracts and documents.
Oversee various City publications, annual
reports and newsletters.
Manage or direct the management of cell tower
and other service contracts.
Assist with development of various budget
documents and presentations.

Study and analyze policies and procedures and
make sound recommendations.
Supervise Graphic Designer.
Manage content development, copy-editing, design
and distribution of quarterly resident magazine and quarterly employee
newsletter.
Acts as consultant for customer service task
force in the development of programs to achieve efficient and timely customer
service response.
Develop and maintain relationships with other
local, state and government agencies in support of research efforts on
governmental policies and procedures.
Act as City spokesperson regarding various City
projects and events and fields media inquiries.
Provide Public Relations counseling and support
as needed to all City Departments.
Develop and implement policies and procedures for the public relations
department. Develop marketing and public
relations materials in support of various City departments or facilities; may
be responsible for coordinating the display of graphics and the production of
materials.
Performs related work as required and as
directed.
KNOWLEDGE,
ABILITIES AND SKILLS
Knowledge of the techniques and methods used in
administrative research and analysis.
Knowledge of computer-based programs, including
Word, Excel and Power Point.
Knowledge of graphic design software programs,
like QuarkXPress and Photoshop.
Knowledge of departmental, legal, administrative
and procedural regulations.
Ability to gather and analyze written and
numerical data, draw conclusions and arrive at decisions independently in
accordance with established policies.
Ability to communicate and support
recommendations effectively both orally and in writing.
Ability to establish and maintain effective
working relationships with other employees, departmental officials and the
general public.
DESIRABLE
EXPERIENCE AND TRAINING
Bachelor's degree from an accredited college or
university with major course work in business, public relations, public
administration, or a closely related field.

Any equivalent combination of education,
experience and training which provides the required knowledge, abilities and
skills may be considered.
This is a “Recovery” classification in the
City’s emergency Operations Plan and will require the employee occupying this
position to work for declared emergencies. Attendance at National Incident
Management System (NIMS) training at the appropriate level is mandatory.
