ACCOUNTANT

 

DEFINITION      

 

This is an exempt position that is professional accounting work within the City's Finance Department, supervising the review and recording of complex financial accounts.

 

Under general supervision, the employee in this classification is required to exercise some initiative and independent judgment in organizing, maintaining and systematically reviewing financial transaction records, particularly fixed assets and the 5-year Capital Improvement Plan.  Responsibilities also include interpreting records, preparing financial statements and reports, participating in the design and revision of accounting systems.  Work is performed under the Administrative supervision of the Budget Manager, who observes and evaluates the effectiveness of performance.

 

EXAMPLES OF WORK PERFORMED      

Prepares regular and special financial reports and statements as directed by supervisor.

 

Performs specialized accounting tasks such as municipal fixed assets, investment and debt service accounting and project accounting for particular grant assistance programs. 

 

Supervises and/or participates in the establishment, revision and maintenance of accounting and record keeping systems.

 

May prepare journal entries to specialized accounts.

 

Assists external auditors in the annual comprehensive review of financial operations, which includes preparation of schedules and work papers.

 

Assists in the implementation of department policies and programs.

 

May provide technical supervision, training and advice to clerical staff in the absence of the  Budget Manager and/or Assistant Budget Manager.

 

Assists in the implementation of new or revised Governmental Accounting Policies and Procedures and Governmental Accounting

 

Preparation and/or review of various state and/or federal reports.

 

Prepares complex cost and trend analysis.

 

Performs other related duties as required and as directed.

 

KNOWLEDGE, ABILITIES AD SKILLS

 

Considerable knowledge of the principles, practices and methods of accounting, particularly fixed assets.

Working knowledge of governmental accounting principles and procedures.

 

Working knowledge of data processing applications as it relates to accounting and proficiency in Word/Excel/Access.  Working knowledge of Power Point, highly desirable.

 

Ability to review, analyze and interpret fiscal records and to prepare accurate and complete financial statements.

 

Ability to maintain accurate technical operating records and to prepare clear and concise reports.

 

Ability to establish and maintain an effective working relationship with other employees, City officials and the general public.

 

DESIRABLE EXPERIENCE AND TRAINING      

 

Graduation from an accredited college or university with a Bachelor's Degree in Accounting, Finance or a closely related field.  CPA and Governmental Accounting Standards Board 34 (GASB-34) experience desirable.

 

Possess experience in general government accounting or governmental external or internal audit work.

 

Any equivalent combination of education, experience and training may be considered.

 

This is a designated “Recovery” classification in the City’s Emergency Operations Plan and will require the employee occupying this position to work for declared emergencies..  Attendance at National Incident Management System (NIMS) training at the appropriate level is mandatory.
