Mission Statement

Plantation Parks & Recreation Department is a public agency of volunteers and staff, working to meet the recreational needs of the growing Plantation community. We uphold a philosophy of safe, healthy and unbiased programming. We strive to enhance the interaction of people and the environment in a manner which is accessible to all.

Parks & Recreation Staff

James S. Romano, Director - View bio

James S. Romano has been a certified professional with the Florida Recreation and Parks Association since 1986. He has held many volunteer positions with the F.R.P.A. organization, from Ways & Means Chairman to District 8 (Broward County) Director. Mr. Romano graduated from Florida International University in 1977 and he holds a Master’s degree from St. Thomas University. Hired in 1981 by the Parks and Recreation Department, he has been the Parks and Recreation Director for the City of Plantation since 1997.

Mr. Romano has been married to his wife, Udyss, since 1978. Together they have three grown children – Michael, Anthony and Laura – along with a family of Pugs.

Sharon Kent, Assistant Director - View bio

Sharon received a B.S. Degree in Parks & Recreation Administration from Indiana State University. She obtained her M.S. Degree in Human Services from Nova University. She is a Certified Parks & Recreation Leisure Professional (C.P.R.P.) with over twenty years as a Municipal Director of Parks & Recreation.

Sharon has been involved with the Florida Parks & Recreation Association as the Director of the Administrator’s Interest Section, and the Director of District Eight – Broward County. A member of the National Parks & Recreation Association, she has served as a site visitor twice for the National Parks & Recreation Association Commission for Accreditation of Parks & Recreation agencies.

Sharon has also served the Broward County Commission as an appointment to the Broward County Parks & Recreation Division Advisory Board, since the mid-eighties.

Phil Goodrich, Superintendent of Parks - View bio

Phil Goodrich has been an employee of the Parks and Recreation Department since 1997. A Physical Education major, Phil is responsible for overseeing the management, operations and maintenance of the City’s 41 parks. Born in Plantation and raised in Broward County, Phil has a strong commitment to our community. He has served as a West Broward Y.M.C.A. Board Member, a Site Director for the Broward County Special Olympics, and as Event Coordinator for the Dan Marino Celebrity Golf Tournament. Participation in the Florida Recreation and Park Association and the Sports Turf Managers Association keeps Phil on top of the latest trends and ideas, making sure that Plantation has some of the best parks in South Florida.

Ken Boyce, Superintendent of Recreation - View bio

Kenneth Boyce has been employed with the city for over 20 years and currently serves as Superintendent of Recreation. A Communications/Theater major, he uses his creative talents to oversee many of the City’s special events, such as the annual Independence Day Celebration and Santa’s Visit. As a member of the Florida Recreation and Park Association he has served on the Southeast Region Board and has produced several memorable events for the Florida and National Recreation and Park Associations, the U.S. Navy, and the League of Cities.

Shannon Ryan, Superintendent of Facilities - View bio

Shannon Ryan joined the Parks & Recreation Department in September 2000. As Superintendent of Facilities, she oversees the City’s recreation facilities. With a double major in Psychology and Sociology from Villanova University in Pennsylvania, as well as some master coursework in Exceptional Student Education, she uses her talents and skills to plan and develop recreational programs for seniors, adults and youth, including the City’s highly successful Summer Camp Program. She is a Certified Parks and Recreational Professional (C.P.R.P) through the National Recreation and Park Association. Shannon’s membership in the Florida Recreation and Park Association assists her in bringing current programming trends to the City and its residents.

Bob Cooper, Tennis Pro - View bio

Robert Cooper was born in Pittsburgh, Pennsylvania and moved to Florida in 1973 to pursue a tennis teaching profession. He came to the City of Plantation in 1981 as the City’s first tennis pro. He has been a member of the United States Professional Tennis Association since 1976. He holds a Bachelor’s degree from Florida Atlantic University.

Mark Hartman, Aquatics Complex Manager - View bio

Mark Hartman has been the Aquatics Manager since 1999. Originally from Nashville, Tennessee, he is a graduate of the University of Tennessee at Knoxville. He also holds a Master’s degree in Public Administration from the University of Central Florida. He has worked for two county governments: Pasco and Broward, and two cities: Oviedo and Plantation. Certifications include his C.P.R.P. (Certified Parks and Recreation Professional), CPO (Certified Pool Operator), WSI-IT (Water Safety Instructor Trainer), and LGT-IT (Lifeguard Instructor Trainer). His accomplishments include chairing the Aquatics Interest Section of Florida Recreation and Park Association where he served on the Board of Directors for three years. He has taught classes at state and national conferences. He also serves on the Parks, Recreation and Beaches Advisory Board for the City of Ft. Lauderdale, where he currently resides.

Jeffery Cannon, Equestrian Center Supervisor - View bio

Jeff Cannon was born in Washington, DC and grew up in Virginia horse country. Before moving to Florida in 2004, he pursued a horse training and teaching profession where many of his clients and their horses won world and national titles. Jeff came to the City of Plantation in 2005 as the City’s first Equestrian Supervisor, for its beautiful new equestrian center in the western section of Plantation. He strives to enhance the equestrian community while promoting the Plantation Equestrian Center for large local shows and activities. He also serves on the Parks, Recreation and Beaches Advisory Board for the City of Ft. Lauderdale for the past two years, where he currently resides.
