Rae Carole Armstrong was elected Mayor in 1999, and recently ran unopposed for her second term in office. Before assuming her role as Mayor, Rae Carole Armstrong was the first female City Council Member, and held that position for 16 years. During that time, she promoted and supported the local athletic leagues, street tree and community landscape programs, neighborhood enhancement, educational partnerships and other important community projects.
Mayor Rae Carole Armstrong has resided in Plantation for 38 years. That longevity and history with the City has made her uniquely qualified to lead us into the new millennium. She remembers what Plantation was like in the 60s and 70s, when it was a small community with a true hometown spirit. Neighbors talked to each other and the local merchants knew your name. While Plantation may be much larger today, Mayor Armstrong leads with an eye to the past, but always focusing on the future. It is a real source of pride for Mayor Armstrong that so many residents who were raised in Plantation, have decided to call it “home” when deciding where to raise their children.

During her tenure as Mayor, she championed a number of programs that improve the City’s business, recreation and communication opportunities:
- Reengineered the City’s code enforcement division,now under the command of the Police Department.
- Established the Plantation Gateway and Plantation Midtown business districts, and provided for economic development strategies to identify future regional and global marketing opportunities.
- Reenergized the City’s Grants Administration program to help fund community projects.
- Created a neighborhood revitalization program targeting older neighborhoods.
- Improved efficiency of City operational processes and procedures through the use of expanded technology whenever possible.
- Completed a multi-million dollar expansion and renovation of Plantation Central Park.

Upcoming plans include: |
- Catalytic investment grants to improve the State Road 7/441 Plantation Gateway corridor.
- Roadway, signage and transportation improvements, along with mixed used development, in the Plantation Midtown district, to increase traffic and improve ease of movement through the area.
- Partnerships with the Plantation Chamber of Commerce and the business community to draw national attention to the City’s warm hospitality and beautiful landscapes.
- Completion of the Plantation Preserve Golf Course and Club and the Equestrian Center at Volunteer Park in the western part of the City, as well as plans for additional passive park areas.
- Expansion of the Police Department to improve efficiency, operations and communications.
- Roadway rejuvenation and overlays and storm drainage upgrades to improve the City’s infrastructure and make roads safe to travel, during wet seasons and dry.
- Water main and utility upgrades to ensure the quality – and improve the security – of Plantation’s clean water source.

Mayor Armstrong has a business background in construction and real estate, and is a well-respected educator and administrator, instructing and counseling many of Plantation’s youth during her tenure at American Heritage School. The same qualities that made her such a successful educator, has also made her a successful public servant. The City of Plantation has been working diligently with the School Board of Broward County to spearhead projects in several Plantation schools, projects that residents will soon see come to fruition.
Mayor Armstrong earned her Bachelor’s in Mathematics and Education from Agnes Scott College. She has held leadership positions in the Plantation Junior Woman’s Club, Plantation Woman’s Club, Plantation Athletic League, Plantation Chamber of Commerce, Plantation Cultural Arts Board of Trustees and Broward County Affordable Housing Board (SHIP). The Mayor is married to Tom Armstrong and has three children and four grandchildren. |
