highlights the Proposed Fiscal Year 2012 Operating Budget in accordance with the requirements of the City Charter, Article VI, and Sections 602-604.

The Citizens' Report is a comprehensive and complete blueprint of the operation of City government for fiscal year 2011/2012. and is the single most important document prepared and presented to the City Council. The Goal Summary document is an overview of the City's goals for the coming year.
In total, this budget establishes an action, operation and financial plan for the delivery of City services, and also serves as an aid to the residents in providing a better understanding of the City's operating and fiscal programs.
